Job Title: Business Analyst
Location: Tallahassee, FL
Contract Type: Long-Term Contract

Education
Bachelor s or Master s degree in Business Administration, Communication, Information Systems, or a related field is required. Equivalent work experience may substitute for the educational requirement.

Experience
Minimum of five years of experience in business process analysis and systems analysis.

Proficiency in process mapping/modeling tools such as Visio.

Proficiency in Microsoft Office Suite, especially Excel, Word, and PowerPoint.

Proficiency in writing SQL queries and performing data analysis.

Experience working with Microsoft DevOps is highly desired.

Knowledge of Rules 60GG-1 to 60GG-5, Florida Administrative Code, is desired.

Knowledge of data migration is required.

Knowledge of change and release management is desired.

Knowledge of testing and quality assurance tools and techniques is desired.

Preference given to candidates with Agile project experience and use of Azure DevOps for managing user requirements and backlogs.

Primary Job Duties / Tasks
Research and understand FDOT business processes and their inter-relationships.

Document and diagram business and system processes, including dependencies.

Research and document impacts on agency business systems.

Facilitate joint analysis workshops with business units.

Gather and document business and technical requirements as user stories in Azure DevOps and other tools.

Manage backlog and work items using Azure DevOps.

Coordinate with data migration and development teams.

Develop test plans and test cases.

Coordinate testing and quality assurance efforts.

Perform oversight reviews of deliverables for compliance with department standards.

Job-Specific Knowledge, Skills, and Abilities (KSAs)
Business Analysis: Ability to perform detailed research, as-is/to-be analysis, and process modeling using tools like MS Word, PowerPoint, Excel, and Visio. CBAP or CSM certification is highly desired.

System Analysis & Design: Ability to conduct system analysis and design using various modeling methodologies and techniques.

Facilitation: Expertise in facilitating stakeholder workshops and meetings.

Technical Understanding: Strong understanding of IT infrastructure and software development practices.

Project Management: Knowledge of Florida s Project Management Rule 60GG-1 and PMBOK principles.

Additional Skills
Advanced proficiency in Microsoft products: SharePoint, Teams, Word, Excel, PowerPoint, Power BI, DevOps, and Project.

Ability to understand stakeholders needs, document requirements, and fill in when staff are absent.

Ability to give and receive constructive criticism and maintain effective working relationships.

Ability to adapt to changing demands in a dynamic environment with diverse assignments.
