Job Title: Project Manager

Duration: 8 Months

Location: Austin, TX

Overview: The Project Manager will support the Performance Management & Analytics System (PMAS) initiatives under the Office of the Chief Data Architect. The purpose is to enhance the Enterprise's Data Integration capabilities under Data Management Framework.

The role involves:

  • Managing IT and data-focused projects.
  • Overseeing PMAS projects for analytics, reporting, and cloud data solutions.
  • Supporting federal funding approvals.
  • Leading creation of RFPs for data management vendors.
  • Ensuring compliance with Project Delivery Framework, federal rules, and state standards.

Responsibilities:

  • Manage end-to-end project lifecycle for PMAS data and analytics initiatives.
  • Coordinate closely with the Office of Chief Data Architect and Office of Data Analytics.
  • Develop and maintain project schedules, timelines, work plans, and resource allocations.
  • Create all required project management deliverables under Project Delivery Framework.
  • Lead procurement activities, including drafting RFPs for data management solutions.
  • Prepare and support Implementation Advance Planning Documents to secure federal matching funds.
  • Oversee data integration projects across departments.
  • Facilitate communication between IT, business teams, and external stakeholders.
  • Manage daily operations, scrums, and project team coordination.
  • Identify project risks and drive mitigation and resolution.
  • Ensure all project deliverables meet state, federal, and agency compliance standards

Required education and experience:

  • 8+ years of IT project management experience.
  • 8+ years of Work experience in the information technology industry with at least 5 years of experience involvement in data management solutions (i.e., data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development, or SOA-rela
  • 8+ years of Excellent communication skills, both verbal and written.
  • 8+ years of Experience in developing clear, concise project documentation
  • 8+ years of Team management through team meetings, task assignment, mentoring, facilitation and training.
  • 8+ years of Progress monitoring to plan through effective use of risk management practices
  • 8+ years of Keep leadership updated on project issues and progress
  • 8+ years of Expert problem resolution skills
  • 8+ years of Complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC) required.
  • 8+ years of Tracking full project budget and entering actual costs in project tracking tool
  • 8+ years of Leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums and retrospective, and Kanban
  • 8+ years of ACTIVE - PMP CERTIFIED

Preferred Skills/Experience:

  • 6+ years of Prior experience in the Healthcare Industry, specifically public health.
  • 6+ years of Work experience managing multi-agency or multi-IT department initiatives.
  • 6+ years of Work experience within a Health and Human Services agency.
  • 5+ years of Emphasis on managing relationship weekly activities of TSS Sprint Teams with the State of Texas.
  • 5+ years of Effectively manage resources in a mixed functional and matrixed project environment
  • 5+ years of The ability to develop, document and execute project management plans, work plans and quality plans
  • 5+ years of Involved in the full lifecycle from analysis and planning to development and deployment
  • 5+ years of Experience in building and managing IT project teams with emphasis on ability to motivate individuals to excel and exceed expectations.
  • 3+ years of Experience with access & eligibility programs
