Position Summary
The IT Manager will act as a strategic partner for the Anacortes and Kenai Refinery leadership teams, providing thought leadership on application of digital technologies to differentiate business performance. Partnering with local leadership to understand digital technology opportunities, advocate and educate on technology, and ensure secure and reliable technology products and services. Direct oversight for all local Information Technology (IT) and Operational Technology (OT), ensuring safe, reliable, secure IT & OT operations. In addition, the position is accountable for orchestrating end-to-end IT services for the Anacortes and Kenai Refineries.
This position will be accountable for business results primarily achieved through the work of others. Manages staff, sets direction, and deploys resources. Has responsibility for employee development, performance reviews, pay reviews, and staffing decisions. Accountable for business, functional or operational areas, processes, or programs.

Key Responsibilities
- Manages daily operations of an IT team, providing guidance, mentorship, and driving a culture of innovation and continuous improvement. Oversees recruitment, development, retention, and performance to build strong talent. Plans and leads low- to medium-complexity IT projects, ensuring they are delivered on time, within budget, and to quality standards. Ensures the availability, reliability, and security of technology systems. Collaborates with key stakeholders and internal IT groups to identify needs, deliver effective solutions, and support business objectives.
- Ensure seamless integration and secure operation of OT systems (SCADA, DCS, PLCs) with enterprise IT, collaborating with operations to maintain, upgrade, and optimize critical refinery process control systems.
- Manage Cybersecurity & Compliance by implementing robust cybersecurity measures across IT and OT environments, conduct vulnerability assessments, lead incident response, and ensure compliance with industry standards, safety, and environmental regulations (e.g., NIST, IEC 62443, OSHA, EPA).
- Ensure high availability, redundancy, and segmentation of refinery networks, manage physical and environmental controls for IT equipment in hazardous areas, and oversee lifecycle management of hardware and software assets.
- Oversee data historians, real-time data systems, and analytics tools to optimize production and predictive maintenance, while driving adoption of digital transformation initiatives like IoT, edge computing, and digital twins.
- Manage deployment and support of mobile, handheld, or ruggedized computing devices used for inspections, maintenance, and safety checks, ensuring reliability in demanding refinery conditions.
- Oversee contracts and performance of vendors and contractors providing OT systems, specialized refinery software, and network services, aligning external resources with operational goals and technology roadmaps.
Education and Experience
- Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or other computer-related degree required.
- 10+ years of diversified IT experience required.
- 3+ years of experience leading professional staff required.
