IT Software Development Advisor

PRIMARY PURPOSE: To design and maintain robust, scalable software architecture for one or more elements of CMS software systems; to oversee programming, implementation and maintenance revisions of specified projects; and to evaluate technologies and provide consultation regarding applications and systems needs related to these elements.

ESSENTIAL FUNCTIONS and RESPONSIBILITIES Ensures software scalability and data integrity throughout all claims-related applications. Ensures software compatibility and alignment with overall business, IT and infrastructure strategies. Identifies and directs implementation of strategies for maintaining JURIS data and application integration. Collaborates with management and colleagues throughout CMS and develops overall designs and defines projects for implementation of strategic technology initiatives. Consults with project managers to keep informed of active and future projects and to identify areas of overlap. Assists as needed in implementation of large client programs involving numerous interfaces or system modifications. Manages analyst/programmers as needed. Reviews software change requests to identify duplication, similarities, and feasibility and recommends specific actions needed. Provides recommendations toward prioritization of tactical and strategic change requests. Assists in projecting software and hardware requirements for claims-related applications.

ADDITIONAL FUNCTIONS and RESPONSIBILITIES Performs other duties as assigned. Supports the organization's quality program(s).

SUPERVISORY RESPONSIBILITIES Administers company personnel policies in all areas and follows company staffing standards and training recommendations. Interviews, hires and establishes colleague performance development plans; conducts colleague performance discussions. Provides support, guidance, leadership and motivation to promote maximum performance.

Requirements:

Project Overview

We need a hands-on engineer to deliver Power Platform and data solutions, upgrade existing flows/apps to enterprise standards, and complete integrations including the Deltek Vantagepoint API. This role focuses on execution, with clear deliverables and timelines.

Scope & Responsibilities

Assess & Elevate Existing Solutions

• Inventory current Power Automate flows; refactor into solution-aware, enterprise deployments.
• Standardize security: convert user-owned flows to service accounts/principals; apply DLP policies.

Build Apps & Automations

• Convert Excel-based API tools into Power Apps (Canvas/Model-Driven) backed by Dataverse or SQL.
• Implement offline capabilities for field use (notes, photos, travel and time tracking).

Power BI & Data

• Create dataflows, models, and SQL views; build visualizations and configure refresh/lineage.
• Align dev/prod deployment with environment strategy; document release steps.

Integrations & APIs

• Implement connectors and custom API calls (C#, PowerShell, or Python) to integrate Deltek Vantagepoint.
• Build automation to copy SharePoint Online libraries to local NAS with error handling and logging.

SQL Server

• Performance tuning, query optimization, and stored procedure development for BI/app scenarios.

Documentation & Handover

• Produce solution architecture, deployment guides, runbooks, and support transition to internal teams.

Must-Have Skills

1. 3 5+ years delivering solutions across Power BI, Power Automate, Power Apps, and SQL Server.
2. Strong TSQL, dataflows/modeling, and enterprise deployment experience.
3. Proven experience implementing service accounts/principals and DLP policies.
4. Practical experience with API integration (preferably Deltek Vantagepoint).
5. Ability to work independently, hit milestones, and produce production-ready deliverables.

Nice to Have

1. Azure DevOps CI/CD for Power Platform; ALM Toolkit.
2. C# development for integrations and automation; PowerShell/Python scripting.
3. SharePoint Online customization and metadata strategy.
4. Experience with offline-first mobile app patterns.

Deliverables (Examples)

1. Refactored, solution-aware flows using service principals and DLP-compliant architecture.
2. Canvas/Model-Driven app replacing Excel tools, with offline capture and sync.
3. BI datasets and reports with documented lineage, RLS, and refresh strategy.
4. Working API integration with Deltek VantagePoint for read/write operations.
5. NAS sync automation for SharePoint Online libraries with logging and monitoring.
6. Runbooks, deployment pipelines, and knowledge transfer materials.

Education

1. Degree in CS/IS/Engineering or equivalent practical experience.
2. Microsoft certifications are a plus, but not required.
