Job Summary:

We are seeking a strategic and driven Federal Capture Manager to lead and execute capture efforts for federal government opportunities in the IT staffing domain. This individual will play a critical role in identifying, qualifying, and capturing federal contracts by leveraging deep knowledge of government procurement, IT staffing services, and federal agency needs.

The ideal candidate has a successful track record of winning IT staffing contracts within federal civilian or defense agencies, understands the federal acquisition lifecycle, and excels in collaborative business development and proposal strategies.


Key Responsibilities:

  • Capture Strategy: Lead the end-to-end federal capture lifecycle from opportunity identification to proposal handoff, with a focus on IT staffing and consulting services.

  • Opportunity Identification: Proactively identify and qualify new opportunities through federal procurement portals (e.g., SAM.gov, FPDS, eBuy, etc.) and existing agency contacts.

  • Teaming and Partnerships: Build and manage strategic teaming relationships with large and small business partners, subcontractors, and vendors to strengthen competitive positioning.

  • Agency Engagement: Develop relationships with key government stakeholders, contracting officers, and program managers at federal civilian and defense agencies.

  • Competitive Intelligence: Analyze incumbent contractor performance, competitor strengths/weaknesses, and price-to-win strategies to shape winning proposals.

  • Proposal Coordination: Collaborate with proposal writers and BD teams to contribute to win themes, technical solutions, staffing strategies, and pricing inputs.

  • Pipeline Development: Maintain a healthy pipeline of federal opportunities in various stages of capture and report progress to leadership using CRM tools.

  • Contract Vehicles: Support the pursuit and management of key contract vehicles such as GSA Schedules, IDIQs, BPAs, and GWACs.


Qualifications:

  • Bachelor s degree in Business, Public Administration, Information Technology, or a related field.

  • 5+ years of experience in federal capture or business development, specifically in IT staffing, professional services, or consulting.

  • Strong understanding of federal acquisition processes, FAR/DFARS regulations, and contract vehicle landscape.

  • Proven track record of successful captures leading to contract awards.

  • Experience working with federal clients such as DoD, DHS, VA, HHS, or civilian agencies.

  • Excellent communication, negotiation, and presentation skills.

  • Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
