Required Skills

  • 5+yrs of Records Management, FOIA coordination, and/or Information Governance.
  • Laserfiche or equivalent ECM system proficiency
  • FOIA and Virginia records laws (VPRA) understanding
  • Policy writing

Preferred Skills

  • Prior government experience preferred.

Education

  • Bachelor s degree in Library Science, Public Administration, Legal Studies, Information Management, or a related field (Master s preferred).

Role Details
The Enterprise Records Manager role serves not only as the lead for enterprise records management but also as the primary FOIA Officer and official Records Officer. This role ensures compliance with state and federal records laws, leads the implementation and oversight of associated systems, coordinates FOIA responses, and provides strategic guidance on information governance, retention, and defensible deletion.
Contractor Responsibilities

  • Serve as acting Records Officer under oversight from leadership and act as the primary coordinator for FOIA requests
  • Manage FOIA intake, tracking, redaction, and response processes in alignment with the Virginia Freedom of Information Act (FOIA).
  • Administer and optimize the records management system (Laserfiche).
  • Lead enterprise records management initiatives, defensible deletion and information lifecycle management initiatives ensuring compliance with state and federal records laws
  • Develop and update policies, procedures, and documentation for records retention, FOIA handling, and legal holds.
  • Create and deliver training on FOIA and records management best practices.
  • Maintain full confidentiality and security of records and FOIA-related information.
  • Conduct periodic audits of records and FOIA practices.
  • Coordinate with the Records Program and Legal team when necessary.
