Project Description:
Client is seeking a Technical Project Manager / Scrum Master to manage IT projects and enhancements in the client Information Technology portfolio to provide a senior Technical Project Manager / Scrum Master ("Consultant") who will be responsible for development of Request for Service procurement process and the management of the design vendor.
Preferred Skills/Experience for Consultant Candidates:
- 5+ years of technical project management experience
- 3+ years of experience serving as a Scrum Master
- Certified Professional Scrum Master Level I, II or III
- Excellent interpersonal skills including mentoring, coaching, collaborating, and team building
- Strong analytical, planning and organizational skills
- Excellent oral and written communication skills
About this opportunity: The Consultant will work primarily with IT personnel to complete technology projects and enhancements on behalf of Client business divisions and bureaus including Finance & Administration, Information Technology, Legal Affairs & Prosecution, Licensing & Standards, Policy & Legislative Counsel, Public Affairs and Uniformed Services Bureau.
This Consultant will serve as a Scrum Master for agile-based implementations, as a Project Manager for waterfall-based implementations, and will perform work related to the following responsibilities :
- Teach and uphold Scrum practices and principles, and cultivate a culture of agility and adaptability within the team(s) and the agency. Encourage and drive the adoption of practices that promote iterative development and continuous improvement of the team's processes
- Coach team(s) members in self-management and cross-functionality, and empower them to become self-organized and cross-functional.
- Help team(s) focus on creating high-value increments that meet the agency's Definition of Done and quality standards. Ensure that project deliverables meet required quality standards.
- Actively identify, track and remove impediments that hinder teams and projects' progress.
- Collaborate with Product Owner(s) to prioritize and manage the product(s) backlog(s), ensuring it is well-maintained and reflects agency priorities.
- Ensure that all Scrum events and project meetings take place and are positive, productive, and kept within the time-box.
- Create clear and comprehensive plans with timelines, milestones, and dependencies, that align and meet business goals and projects objectives.
- Create and manage detailed project schedules, ensuring project milestones are met, and deadlines are achieved.
- Monitor projects progress and quality metrics, and effectively take corrective measures when teams get off track.
- Ensure teams keep Sprint backlog updated with clearly defined tasks, and meet their commitments without compromising neither Scrum values nor quality standards.
- Proactively analyze and identify potential risks early on and establish risk mitigation plans to handle unexpected challenges; monitor and manage projects issues and risks, and report it to management in a concise and strategic way.
- Serves as the primary point of contact for projects, communicate and facilitate communication with internal and external stakeholders and vendors, and communicate status, issues, and successes to higher management and stakeholders.
- Advice on efficient resources allocation to ensure that human, technological, and financial resources are utilized effectively.
- Lead and motivate project teams, and ensure teams have the support they need to meet the project goals.
- Foster a culture of open communication and collaboration within the teams and with stakeholders and external parties.
