Role: Cloud Solutions Architect 3
Location: LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius) - Hybrid
Duration: 6+ Months
Type: C2C/W2
Client: State of Texas
Position will be 3 days remote with 2 days (Mon & Wed) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). **Subject to change per the hiring team**
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

Texas Health and Human Services Commission requires the services of 2 Cloud Solutions Architect 3, hereafter referred to as Candidate(s), who meets the general qualifications of Cloud Solutions Architect 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The cloud architect is responsible for the cloud computing initiatives within an organization and for directing the architectural aspects of a cloud brokering team across all aspects of IT and the business. Responsible for the planning and engineering of an organization's cloud computing infrastructure and applications. Implements and designs hardware and software. Familiar with standard concepts, practices, and procedures of cloud technology, including Software as Service (SaaS), Platform as Service (PaaS), or Infrastructure as a Service (IaaS).
The cloud solution architect will be responsible for:
Design, develop and maintain cloud application architecture that aligns with business goals and technical requirements.
Design scalable, secure, and resilient cloud infrastructure that ensure best practices in cloud architecture.
Assess the current infrastructure and identify components suitable for cloud migration. Develop a comprehensive migration strategy, including timelines and resource allocation.
Implement and validate the migration, ensuring data integrity and system functionality.
Ensure cloud architecture complies with industry standards and regulatory requirements.
Implement security measures to protect data and applications in the cloud.
Monitor cloud system performance and identify areas for improvement.
Implement solutions to enhance performance, scalability, and reliability.
Collaborate with stakeholders to understand business needs and translate them into technical solutions.
Provide guidance and support to other IT team members on cloud technologies and best practices.
Stay updated with the latest cloud technologies and industry trends.
Identify opportunities for innovation and improvement in cloud architecture and services.
Guide technical and business decision-makers on AI/Machine Learning/Deep Learning and generative AI projects, helping to map Azure, Google and AWS services.
Analyze the services to extract technical and business insights that drive reference architectures, runbooks, and training content.
II. CANDIDATE SKILLS AND QUALIFICATIONS

III. TERMS OF SERVICE
Services are expected to start 02/16/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1288 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W. 51st, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
