Summary

You will serve as a ENGINEER in the RANGE SYSTEMS ENGINEERING DEPARTMENT, RS10 DIVISION of NAVAL SURFACE WARFARE CTR CORONA DIV.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Duties

Help

  • You will serve as the primary Subject mater Expert (SME) in the telecommunications systems engineering within the Range Systems (RS) Engineering Department.
  • You will provide expert telecommunications engineering support to strategic programs including Program Manager Training Systems, Defense Policy Review Initiative, Marine Corps Systems Command, and Joint Live Virtual Constructive (JLVC).
  • You will perform as the SME technical and administrative consultant, responsible for translating complex customer requirements into precise technical specifications.
  • You will champion the standardization and consolidation of telecommunications systems engineering products, procedures, and methodologies across the division and RS Department to drive consistency, efficiency, and interoperability.
  • You will support the Combatant commands (COCOMs) by developing solutions to advance Live Virtual Constructive (LVC) adoption and integration into training for wartime readiness.
  • You will work with allies and partners to develop integrated training scenarios, and serve as an integrating agent between COCOMs, services, and allies.
  • You will work closely with Joint Staff to develop the Defense Continuous Training Environment (DCTE) to define the framework to integrate services for LVC interoperability.
  • You will support the integration of service training networks such as the Navy Enterprise Tactical Training Network (NETTN), Marine Corps Training Enterprise Network, and USAF Live Mission Operations Network (LMON).
  • You will provide leadership to all telecommunication projects, including network and cyber security related projects, ensuring systems engineering process alignment across the division.
  • You will provide oversight at all stages of project execution including concept development, requirements refinement, system design, installation and integration, acceptance testing, and system sustainment.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the basic education requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing guidance in the development, test and evaluation, installation, integration, or sustainment of telecommunication networks to ensure compliance with established technical requirements for training program infrastructures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.
