Position: Open Data Administrator

Location: Hybrid, Phoenix AZ

Skills:

Description:

  • Assist with planning, executing, and monitoring data projects to ensure successful delivery of data solutions.
  • Oversee dataset collection, storage, maintenance, and ongoing management.
  • Identify datasets for publication in coordination with data owners, legal, and compliance teams.
  • Engage with external users (developers, researchers, civic tech groups) to understand data needs.
  • Maintain and enforce metadata standards to ensure high-quality, discoverable datasets.
  • Develop SOPs, user guides, FAQs, and dataset documentation for internal and public users.
  • Conduct workshops, webinars, and training sessions to enhance city-wide data literacy.
  • Create documentation, tutorials, and use cases to promote the use of open data.
  • Build and support communities of data users, including civic tech organizations, startups, and academic institutions.

Education

  • Bachelor's degree in Information Technology, Data Science, or a related field.

Experience

  • Proven experience in data management, preferably in an open data or government data environment.

Key Skills

  1. Data Management:
    • Expertise in dataset collection, storage, and lifecycle maintenance.
    • Experience with database systems (e.g., Oracle).
  2. Data Quality Assurance:
    • Ability to ensure data accuracy, consistency, and integrity.
    • Knowledge of data cleansing and validation techniques (Oracle preferred).
  3. Data Security:
    • Understanding of data security standards and best practices.
    • Experience safeguarding sensitive information.
  4. Technical Proficiency:
    • Proficiency with analysis tools (Python, R, Excel).
    • Familiarity with open data platforms (OpenGov, Socrata, CKAN, Esri AGOL).
    • Experience with GIS and spatial datasets.
  5. Regulatory Compliance:
    • Ability to adhere to relevant data regulations, standards, and policies.
  6. Communication & Collaboration:
    • Strong interpersonal and communication skills for cross-department collaboration.
  7. Problem-Solving:
    • Strong analytical abilities and troubleshooting skills.
  8. Documentation:
    • Ability to create clear, comprehensive technical and project documentation.
    • Skilled in generating reports and dataset explanations.
  9. Training & Support:
    • Experience providing data training and user support.
    • Ability to simplify complex data concepts for non-technical audiences.
  10. Data Visualization:
  • Knowledge of visualization techniques and tools.
  • Ability to present data clearly and effectively.
