Job Summary
We are seeking a Senior Technical Data Analyst to support the Medicaid Management Information System (MMIS) and the T-MSIS reporting project. This role reports to the MMIS Technical Manager and will provide hands-on expertise in data transformation, ETL processes, and Informatica, while contributing to architecting Medicaid-related applications using cloud and data-centric technologies.
The ideal candidate will have experience in healthcare technology design and implementation, strong technical data analysis skills, and prior exposure to government environments.
Responsibilities
Provide technical leadership, guidance, and mentoring on MMIS data preparation, ETL, and EDI processes.
Develop data architecture solutions across business policies, systems, applications, and networking environments.
Collect and analyze business and technical requirements and translate them into IT solutions.
Document designs according to established methodologies, policies, and standards.
Design and implement ETL workflows using Informatica.
Build proofs of concept for agile data solutions.
Develop, implement, and maintain data extract, transform, and load processes into target databases.
Conduct testing, troubleshooting, and optimization of ETL workflows for data accuracy and integrity.
Work with Oracle Suite, Informatica Secure Agent, and Informatica Intelligent Cloud Service (IICS).
Write and optimize SQL queries for data analysis.
Identify, document, and mitigate technology and infrastructure risks.
Ensure compliance with HIPAA and data security policies when handling PHI/PII data.
Collaborate with enterprise architecture teams for standards and best practices.
Contribute to RFP/SOW development for ETL-related infrastructure solutions.
Work in a matrixed environment with business, infrastructure, and security teams.
Document technical artifacts for ETL processes, including runbooks and testing scenarios.
Perform performance tuning of ETL processes.
Other related duties as assigned.
Required Skills & Qualifications
Strong knowledge of programming, database, and data warehousing concepts.
Hands-on experience with Informatica (ETL development, troubleshooting, and data manipulation).
Proficiency in SQL and data analysis.
Understanding of data quality principles and modern enterprise architecture.
Experience with multiple data-centric technologies and cloud-native applications (AWS preferred).
Familiarity with Risk Management, Disaster Recovery, Business Continuity, IT Security, and Regulatory Compliance.
Ability to translate business strategies into data transformation requirements.
Strong communication, collaboration, and documentation skills.
Experience facilitating meetings and presenting technical information.
Prior experience working with government or healthcare data is strongly preferred.
