Mandatory Qualifications:

1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst

1. More than seven (7) years of experience leading and managing policy and requirements analysis, identifying, documenting and validating requirements and business rules for continuous integration and deployment

2. More than seven (7) years of experience reporting and presenting to stakeholders and senior management

Desirable Qualifications:

1. More than seven (7) years of experience leading and managing policy, requirements analysis in the Human Service domain with a focus on eligibility, enrollment, case management and payment functionality.

2. More than seven (7) years of experience managing policy analysis in the Human Service domain within NYS

3. More than seven (7) years of experience leading and managing policy analysis on a mainframe modernization project covering multiple complex functional domains in NYS.

4. More than seven (7) years of experience leading and managing policy analysis across multiple NYS agencies

5. More than seven (7) years of leading and managing policy analysis, aligning requirements with federal standards, conditions, and regulations, including the FNS 901 handbook and System Integrity Review Tool (SIRT) for SNAP or Management Information System (MIS) Integrity Review Tool for WIC.

6. Hands on experience with the FNS SIRT as related to Human Service Projects in NYS

7. More than seven (7) years of experience leading and facilitating meetings, workgroups, etc.

8. More than five (5) years of experience working on requirements for NYS local social services districts

Duties/Responsibilities:

Oversee the Business rules analysis efforts related to as- is and to-be of the Integrated Eligibility System. Coordinate across internal IES divisions (PMO, Business (BA/QA/OCM/Training), Technical, and Operations) in Albany and NYC and NYS agencies and local social service districts. Lead the IES policy requirements analysis, business rules, work efforts to identify as-is and to-be IES system requirements and design; Using the IES prescribed requirements analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups, train and manage a team of business and policy analysts and their deliverables; Oversee and execute policy requirements gathering, validation, and rationalization processes; Review work products to ensure system planning, design, and delivery are in line with business needs; Liaise with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to ensure business and policy needs are met; Evaluate and contribute to establishing project timelines and priorities; Work on project related tasks.
