Project Overview:

• We are seeking an experienced Solution Architect IV to conduct a Readiness Assessment for an upcoming in-house system build. This short-term engagement will analyze the IT department s current capabilities including staffing, architecture, platform, development approach, and governance processes to evaluate the agency s preparedness for designing, building, and maintaining a secure and robust application internally.
• The consultant will deliver a findings report, risk and gap analysis, recommendations, and a roadmap to guide the organization towards a successful long-term system development initiative, which is projected for full implementation by September 2027.

Responsibilities:

• Conduct a detailed Readiness Assessment across IT capabilities, architecture, development practices, security, and governance.
• Identify risks, gaps, and areas for improvement to successfully build and maintain an in-house application.
• Provide comprehensive findings and strategic recommendations.
• Develop a practical and phased roadmap for ODE to achieve a successful system build.
• Document solutions at both logical and physical architecture levels.
• Present the assessment findings to stakeholders.

Required Qualifications:

• Education/Experience: Advanced experience (7-9 years) in Solution Architecture.
• Proven ability to perform and deliver readiness assessments for system builds.
• Deep expertise across the full software development lifecycle (SDLC).
• Demonstrated success in delivering multiple custom software solutions.
• Strong background with the Microsoft technology stack:
• .NET, Azure, SQL Server.
• Advanced proficiency in:
• Full-stack development
• Software architecture
• System design
• Strong understanding of software security best practices.
• Experience designing scalable, maintainable, and compliant applications aligned with organizational standards.

Desired Skills and Tools:

• Full-Stack Development (.NET Framework, .NET Core)
• Microsoft Azure Services
• SQL Server Database Architecture
• Cloud Security and Compliance (Azure-based)
• Agile/Scrum development methodology
• Governance and risk management in IT systems
