Senior IT Healthcare Project Manager

Location: Columbia, South Carolina Hybrid (3 days in office, 2 days remote) Candidate MUST be a SC resident.
Type: Contract
Length: 12+ months (possible extensions)

The Senior IT Healthcare Project Manager will serve in the lead role to coordinate a team of business analysts responsible for providing detailed analysis and documenting business processes and requirements.
The principal duties of this position are to evaluate agency needs, as-is and to-be business processes, and technical designs to provide analysis and advice on strategies for information technology solutions and non-technical solutions.
Specific duties include:
Lead and coordinate system change efforts with business analysts, ensuring proper classification, evaluation, and prioritization.
- Translate high-level business requirements into actionable functional specifications; manage change control and stakeholder alignment.
- Analyze agency operations to identify automation opportunities and support business process redesign for new technologies.
- Provide requirements interpretation and guidance to technical and QA teams; ensure traceability and version control.
- Interface with vendors, government agencies, and stakeholders to align technical solutions with business needs.
- Maintain and manage business rules, requirements, and models in a centralized repository.
- Identify and escalate risks, issues, and action items, contributing to resolution strategies.
- Make strategic recommendations on buy vs. build decisions based on business and technical analysis.
REQUIRED SKILLS
- 5 years experience in government IT projects as a business analyst or related duties
- 5 years experience eliciting, mining, and documenting business rules, processes
- 5 years of Medicaid experience
- Superb written and oral communications skills, including the ability to write requirements and Use Cases.
- Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
- Knowledge of formal business process documentation.
- Understanding of business modeling techniques, including the use of graphical process flow software
- Ability to effectively communicate to executive management, line management, project management,
and team members.
PREFERRED SKILLS
- General Subject Matter Expertise as it relates to Medicaid or other healthcare insurance experience (project or operations)
- MMIS experience (project or operations)
- Microsoft Office Project/Project Server
