Job Description:

Responsibilities:

  • Strategize, implement, and maintain program initiatives that adhere to strategic objectives.
  • Formulate, organize, and monitor interconnected projects, including coordination of cross-project activities.
  • Provide program management leadership and expertise for large-scale, highly complex, high-profile, and high-risk initiatives that may be multi-jurisdictional and enterprise-wide.
  • Develop and administer program assessment protocols for evaluation and improvement with the goal of maximizing ROI.
  • Maintain organizational standards of satisfaction, quality, and performance to ensure accountability for centralized projects and successful life cycle delivery.
  • Oversee multiple project teams ensuring program goals are achieved.
  • Manage budget and funding channels for maximum productivity.
  • Work closely with program leads, cross-functional teams, and project managers to develop program-related processes supporting consistent practices for benefits realization through an agile project management approach.
  • Develop, track, and manage timelines for projects and initiatives.
  • Manage program teams for optimal return on investment and coordinate cross-project initiatives.
  • Develop and manage program budgets and ensure alignment with established business goals and objectives.
  • Identify issues, risks, and opportunities across multiple projects within the department.
  • Analyze, evaluate, and overcome program issues and risks, and produce reports for managers and stakeholders.
  • Prepare progress and status reports for program directors and governance committees ensuring effective alignment across committees and structures.
  • Ensure programs are delivered cost-effectively and efficiently in compliance with methodologies, standards, and frameworks.
  • Provide mentoring and knowledge transfer to designated staff to ensure continuation of operational activities and sustainment.
  • Create technical project and user documentation, training manuals, and business cases including submissions and internal briefing notes.
  • Establish and review sequencing of high-level activities within projects and across programs where dependencies exist.
  • Track and report progress against success factors and key enablers.
  • Establish secretariat functions, processes, and tools enabling program oversight from executive leadership teams and committees.
  • Collaborate with ministry partners, stakeholders, and vendors to support design, planning, and implementation of change initiatives.
  • Deliver solutions that simplify processes and improve end-user experiences.
  • Support planning that informs modernization and transformational service delivery roadmaps and execution.
  • Support vendor management activities and strategies to ensure effective service delivery with appropriate oversight.
  • Design and implement program oversight solutions to ensure compliance with regulations while encouraging quality improvement.
  • Deliver roadmaps and solutions for modernization initiatives and explore opportunities for integration and consolidation.
  • Other duties as assigned.
Requirement/Must Have:
  • In-depth knowledge and experience producing program and project management artifacts and deliverables required to support program objectives.
  • Ability to proactively overcome resistance to change and capitalize on forces supporting change across all project stages.
  • Experience with monitoring and forecasting program and project costs while ensuring financial targets are met.
  • Experience articulating and prioritizing issues and risks to senior executives with recommended mitigation strategies.
  • Experience with procurements, managed services, and vendor management.
  • Experience managing and delivering end-to-end programs and projects with focus on solution integration and platform modernization.
  • In-depth knowledge of ministry policy and IT project approval processes.

  • Experience resolving resourcing conflicts and promoting knowledge sharing.
  • Proactive risk identification and mitigation planning.
  • Experience establishing program steering committees and stakeholder forums.
  • Experience providing reporting to senior executives.
  • Knowledge of public sector standards and methodologies.
  • Experience with change management, performance evaluation, solution integration, APIs, agile delivery, and transformational roadmaps.
  • Experience developing presentations for diverse audiences including executives.
Experience:
  • Five or more years of proven experience as a Program Manager or managerial role.
  • Ten or more years of experience working with federal, provincial, or broader public-sector healthcare providers.
  • Extensive experience with large, complex IT health-related projects and programs.
  • Experience adopting and adhering to public sector project management methodologies, enterprise architecture, gating processes, and development standards.
Qualification And Education:
  • Bachelor s degree or diploma in management or a relevant field.
  • PMP certification is an asset.
