Job Title: Project Manager (PM4) Public Safety Delivery Center
Location: Remote with onsite as needed/directed (Harrisburg, PA)
Work Hours: Monday Friday, 8:00 AM 4:00 PM (37.5 hours/week)

Job Summary

The Project Manager (PM4) is responsible for directing, administering, managing, and facilitating high-priority, enterprise-wide IT projects. These may include enhancements, business process re-engineering, and new development initiatives. The role ensures successful project delivery within scope, schedule, and budget, while maintaining high quality standards. It requires cross-agency coordination and mentoring of junior project staff and serves as the primary point of contact for all stakeholders.


Key Responsibilities

  • Lead large-scale, complex IT projects with delivery timelines of 8 12 months

  • Create and manage comprehensive Project Management Plans (PMP)

  • Ensure compliance with project standards, procedures, and change control processes

  • Communicate project status, risks, and strategies to senior leadership and key stakeholders

  • Coordinate scheduling, priorities, and communication across multiple government agencies

  • Facilitate inter-agency reviews, approvals, and alignment

  • Conduct stakeholder workshops, present proposals, and resolve conflicts

  • Mentor junior project managers (PM1 PM3 levels)

  • Oversee team workloads, training needs, and peer review activities

  • Conduct quality assurance and post-implementation reviews

  • Perform As-Is and To-Be process mapping to identify gaps and recommend improvements

  • Elicit business requirements and define user stories/use cases

  • Oversee user acceptance testing (UAT) planning and execution

  • Proactively identify, track, and mitigate project risks

  • Monitor and manage project budgets and resource allocations

  • Adjust financial estimates and ensure proper approvals for scope changes

Qualifications

  • Demonstrated success in managing enterprise-level IT projects (multi-agency experience a plus)

  • Strong knowledge of SDLC, Agile, and Waterfall methodologies

  • Expertise in stakeholder engagement, risk management, and process optimization

  • Proficient with project management tools (e.g., MS Project, JIRA, SharePoint)

  • PMP, Scrum Master, or equivalent certifications preferred

Work Environment

  • Hybrid (primarily remote with occasional onsite presence as required)

  • Must be available during core working hours (8:00 AM 4:00 PM ET) for meetings and project activities
