IO Datasphere, Inc. has been providing project management, software development and IT staff augmentation services to our clients in the Midwest and throughout the U.S. since 1996. We are an approved vendor on contract to provide software development and IT staff augmentation services for the States of Illinois, Michigan, Minnesota, Iowa, and Wisconsin. We also provide these services to businesses, as well as local and county governments, in the Midwest and nationwide.

Our client looking to hire a Business / Systems to coordinate and oversee the work of the contractor team responsible for the planning and analysis phases of the client s department-wide effort to modernize, enhance and centralize its Grant Administration information system to be used to manage the full lifecycle of state and federally funded grant programs.

To support this complex initiative, the client requires a dedicated Business / Systems Analyst to lead a business process analysis and requirements gathering by working closely with grant program staff, IT professionals, leadership, and external vendors. The analysis will be used to complete the following project deliverables: System feasibility study, Future-state system architecture design, Cost estimates for system development/procurement and maintenance.

This position will report to the Grants Management Director and be part of a contractor team that includes a Project Manager and a Systems Architect. The team will also be supported by a part-time Project Manage who will help to connect this team to the internal stakeholders, technical resources, and subject matter experts throughout the department.

The new Grant Administration System will serve as a centralized, enterprise solution designed to:

  • Streamline grant application, review, award, and monitoring processes.
  • Improve data management, reporting, and decision-making through integrated dashboards and performance metrics.
  • Enhance compliance with state and federal regulations related to financial management, auditing, and transparency.
  • Support improved communication and collaboration between grant program staff, applicants, award recipients, and agency leadership.
  • Integrate with existing financial systems to ensure seamless fund management, payment processing, and reconciliation.

This system will ultimately improve services to external grantees while providing internal staff with the tools and data they need to efficiently manage multiple funding sources, grant programs, and performance reporting requirements.

Tasks
  • Gathering of system, business, and technical requirements
  • Facilitate workshops, interviews, and working sessions to define current-state and future-state business processes.
  • Document and translate business needs into functional and technical requirements, user stories, process flows, and system specifications
  • Conduct gap analyses, data mapping, and reporting requirements gathering to support system implementation and integration with financial systems, relying on experience and judgment to accomplish project goals.
  • Conducting a feasibility study
  • Designing the future-state system architecture
  • Developing cost estimates for system development/procurement and long-term maintenance
  • Evaluate the internal business and technical needs of an organization and recommend solutions.
  • Serve as liaison between internal departments and development team.
  • Define the system and functional requirements.
  • Assess available technologies to create development specifications as well as detailed test cases.
  • Assist with testing to analyze results.
  • May play a key role in training employees on application, database, and operating systems.
  • Conducts complex work important to the organization.
  • Leading stakeholder engagement sessions to elicit and prioritize business needs.
  • Analyzing and documenting current-state grant administration workflows and data systems.
  • Facilitating development of future-state process maps and business requirements.
  • Drafting functional and technical requirement documents and use cases.
  • Supporting feasibility analysis and development of system design documentation.
  • Collaborating with technical teams to validate that system solutions meet business requirements.

Knowledge, Skills and Abilities Required:
  • Experience and proficiency in discipline
  • Ability to work with minimal supervision
  • Wide latitude for independent judgment

NOTE: Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Position will require a hybrid work schedule, with onsite work at the DHS headquarters in downtown Madison, WI approximately 1-2 days per week based on business needs.

Skills Required:
  • 6-9 years - Experience as a Business Analyst, Business Systems Analyst, or similar role, preferably in system implementation or process improvement projects or equivalent education
  • 5+ years - Experience gathering and documenting business and technical requirements
  • 5+ years - Experience collaborating with vendors, IT teams, and business stakeholders to deliver technology solutions

Skills Desired A plus to have:
  • Professional certification in Business Analysis, Lean Six Sigma, or Change Management.
  • Familiarity with grant management systems or enterprise software implementations.
  • Experience working on system integration projects involving financial management systems.
  • Knowledge of state or federal government operations, policies, and funding processes.
