Overview
The Senior Budget Analyst (Financial Management Specialist) provides advanced financial and analytical support to FPS Region 9 and West Zone. The position involves managing and tracking multimillion-dollar budgets, performing reconciliations, preparing reports, and ensuring compliance with DHS and Federal financial standards. This role requires strong analytical skills, fiscal accountability, and experience with Federal Financial Management Systems (FFMS).
Duties and Responsibilities
Support FPS financial management, analyzing expenditures, obligations, and funding allocations.
Perform account reconciliation, invoice verification, and documentation for FFMS transactions.
Prepare spend plans, budget execution reports, and financial forecasts.
Manage and update Security Work Authorizations (SWAs) and Exhibit 1 Guard Post spreadsheets.
Ensure compliance with DHS/FPS fiscal policies and internal control standards.
Assist with audit preparation, data validation, and financial analysis reports.
Coordinate with CORs and regional budget teams to verify invoice accuracy and reconcile accounts.
Support contract closeout, reclassification, and reprogramming actions.
Develop and maintain Excel-based financial analysis tools and dashboards.
Provide budget support for Resource Management and Security Operations Branches.
Knowledge, Skills, and Abilities
In-depth knowledge of federal financial management principles, GAAP, and OMB circulars.
Proficiency in FFMS, Webview, RMS, and Microsoft Office Suite (Excel, Access, PowerPoint).
Analytical expertise in data reconciliation, variance analysis, and forecasting.
Strong communication and technical writing skills for management-level reporting.
Understanding of Federal Acquisition Regulation (FAR) and DHS fiscal procedures.
Minimum Qualifications
Bachelor s Degree in Accounting, Finance, Business, or related discipline (24 semester hours in finance/accounting).
At least four (4) years of experience in federal financial management.
Must pass DHS background suitability (HSPD-12 Public Trust).
On-site, Monday Friday, 8-hour workday, excluding 30-minute lunch.
Professional business attire and conduct required.

Ensure 100% compliance with DHS/FPS financial procedures and standards.
Maintain accurate and audit-ready documentation of all transactions.
Support timely completion of invoices, reconciliations, and reporting requirements.
Provide reliable financial analysis to support FPS mission goals.
