Job Description -
JOB TITLE: Oracle EBS HRMS ERP Developer
Location: Philadelphia, PA, possible hybrid, need local candidate ready to work on site (no relo)
Duration: 6+ months
MOI: Skype
MUST HAVE:
Skills/experience of the assigned staff:
- At least 10 years of domain knowledge in HRMS/HRIS/HCM/EBS
- Primary skills in Oracle EBSHRMS, PLSQL and SQL
- Has experience designing and implementing position control for large complex organizations, preferably government clients.
Description:
This position will help the City leverage Position Control to create a more defined organizational structure for its Human Resources Management System (HRMS). Specifically, the Consultant will identify changes to existing organizational and position data attributes, as well as business processes, that are required to implement position control.
The Consultant will also help the City define the benefits from implementing position control.
The City defines positions control as the creation, maintenance, and monitoring of positions and their budgets in its HRMS for all departments.
Position overview / Statement of Work
As a result of implementing position control the City wants to be able to pull from the HRMS accurate reports on city-wide vacancies, as well as enable Central Finance to be alerted when departmental hiring is forecasted to exceed approved appropriations.
The City would also anticipate that the implementation of Position Control will assist with recruiting needs and workforce compliance
Work activities:
- Evaluate current data (HRMS and budget) and business processes related to position control.
- Request and analyze extracts of current HRMS data and sample budget workbooks.
- Create a list of business processes related to position control.
- Review existing business process documentation.
- Conducting follow-up interviews with subject matter experts as needed.
- Draft findings and recommendations, which will include:
- Complete a gap analysis on the current organization structure and the implementation of
Position Control
- Detailed report on the number of positions that will need to be updated to implement into a
Position Control structure
- System requirements
- Recommendation for successful implementation
- Process changes required
