Batch Developer (Mainframe to Cloud Migration) Albany, NY (Hybrid/Onsite)

Mandatory Qualifications
7+ years of experience developing and maintaining batch processing solutions for large-scale financial management systems.
7+ years of hands-on experience with mainframe batch technologies such as COBOL, ECL, DMS/RDMS, with proven experience migrating mainframe workloads to cloud-native platforms.
2+ years in a lead or senior developer role on complex IT projects.
Desirable Qualifications
3+ years of experience as a batch developer on Child Support Services systems.
Experience in child support specific financial processes, including:
Processing and reconciling State Disbursement Unit (SDU) transactions.
Handling interstate payment transfers (UIFSA).
Managing federal offset and tax intercept batch jobs.
Proven ability to maintain sequencing and audit trails for disbursements and adjustments.
Experience designing monitoring and exception handling mechanisms for high-volume, mission-critical batch jobs.
Strong understanding of federal and state policies impacting child support distribution, reconciliation, and reporting.
Bachelor s degree in Computer Science, Information Systems, or a related field.
Experience using Google Cloud Platform (Google Cloud Platform) batch and data tools such as Cloud Functions, Dataflow, and Pub/Sub.
Duties and Responsibilities
The Batch Developer will design, develop, and maintain high-volume batch processes that ensure reliable, accurate, and timely processing of financial transactions including collections, disbursements, adjustments, and reconciliations.
This role involves modernizing legacy mainframe batch systems by re-engineering them into cloud-native Google Cloud Platform-based workflows.
Key Responsibilities:
Analyze existing mainframe batch jobs and workflows; design equivalent, scalable cloud-based processes.
Develop and deploy Google Cloud Platform-based batch processing solutions to manage high-volume financial data exchanges (payment files, bank interfaces, audit reports).
Align batch schedules with program and compliance requirements.
Implement robust error handling, logging, and recovery mechanisms for reliability and auditability.
Support ETL design and data migration efforts, ensuring data integrity and accuracy.
Collaborate with QA and business teams on volume, reconciliation, and exception handling tests.
Identify process improvement and business transformation opportunities aligned with compliance standards.
Work closely with business analysts, data specialists, QA teams, and state SMEs to deliver secure, compliant batch operations.
