Hybrid/Local PeopleSoft FSCM BA with MS O365, CPA, CAPPS, AWE, SharePoint, Scrum, Jira, STAT, Federal/State/Local Government experience

Location: Austin, TX (HHSC)
Duration: 3 Months

Position will be 4 days remote with 1 day (Thurs.) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).

Skills:
8 Required Experience as a business analyst with PeopleSoft FSCM 9.2.
8 Required Experience as a business analyst, specifically in Accounts Receivable and Billing module implementations.
8 Required Experience as a business analyst in gathering requirements and conducting fit/gap analysis with subject matter experts.
8 Required Experience in performing hands-on end-to-end system integration testing with third-party interfaces.
4 Required (at least 4) Experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio)
2 Required (at least 2) Experience working with MS Teams in a large team setting.
4 Preferred Experience working with a public sector organization (Federal, State, or Local Government)
2 Preferred Experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system
2 Preferred Experience with PeopleSoft Approval Workflow Engine (AWE)
2 Preferred Experience with SharePoint
1 Preferred Experience with Jira
1 Preferred Experience working with the Scrum framework
1 Preferred Experience with STAT

Job Description:
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
The candidate must have experience implementing PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules and must excel in gathering requirements, conducting fit-gap analysis, and mapping data to legacy systems and third-party interface systems.
The qualified candidate must possess strong written and verbal communication skills, as well as the ability to work effectively with a large remote team
Other duties include documentation, hands-on testing, supporting training efforts, and other project tasks as needed.
Work Hours: Monday Friday 8:00 AM 5:00 PM Central. Some off-hours may be required depending on the project phase.
This is currently a remote position, but may become hybrid (remote / in office) in the future. At that time, specific days for office presence will be discussed.
Extension into next fiscal year (9/1/25 8/30/26) is likely.
