Redtech is helping our client, a large municipality transportation organization, with a long term Contractor search for an Accela Business Systems Analyst.
Anticipated start date - early-mid December 2025
Duration anticipated to be multi-year
Location Work will be mostly remote however there are times when being on site in downtown Seattle, WA will be required (meetings, training, etc.) There will be approximately six, 2 day on-site visits per year. Sometimes with only a day or two notice, therefore local candidates are highly preferred.
Schedule - Monday through Friday, forty (40) hours per week, supporting Pacific time hours
Eligibility requirements Sponsorship is not available. No third party candidates
Target Contract Pay Rate Range - $70-$80/hr W-2 + full benefits
Pay offered to a successful candidate will be based on several factors including the candidate's education, work experience, work location, specific job duties, certifications and level of benefits selected etc.

Accela Business Systems Analyst
Purpose and Background.
Our CLIENT, through its Department of Transportation, requests Business Systems Analysis and Business Analysis services for Accela Automation and related systems project.
Accela is a government software and services platform that provides cloud-based solutions for government operations to boost efficiency and improve citizen engagement. Accela is used across our CLIENT as a work management tool for permits where the public submits permit requests via the platform, and the platform manages the workflow including automatic and staff review processes, approvals and denials and revenue collection.
Required Skills
- Proposed Candidate must have 5+ years of expert knowledge of Accela, including but not limited to: record type configuration options, a conceptual understanding of scripting for Accela, Event Manager and Script Engine (EMSE) scripting, Accela Citizen Access (ACA), Accela Mobile, SQL Server Reporting Services (SSRS) reports, and Construct Application Programming Interface (API).
- Resource will have at least fundamental knowledge of commonly integrated systems like ESRI ArcGIS, state licensing systems, and Blue Beam.
- Must possess a fundamental understanding of Right of Way Permitting processes.
- Must have 5+ years in a municipal government setting
- Must have 3+ years working with Accela implementations for a large Municipal or State DOT
CLIENT uses three (3) Accela modules, including two (2) custom modules for the Street Use and Traffic divisions, respectively, and the out of box Enforcement module.
Scope of Work.
The scope of work is to perform business systems analysis to support the CLIENTs Accela Implementation. Accela is a SaaS enterprise business application used by multiple departments to manage permitting, licensing, inspections, and code compliance. The successful respondent must have a track record of successfully supporting implementations of complex business processes in Accela, working with cross-departmental teams. CLIENT maintains its modules in the Accela platform in partnership with the IT Enterprise Permitting Inspections and Compliance Team (EPIC Team). Selected conssultant will work under direction from the Product Owner. The Consultant will be expected to attend regularly scheduled team coordination meetings, design solutions that adhere to CLIENT standards, and respond to emergent issues, as needed. The individual will not be required to report to onsite offices on a regular basis, however, CLIENT anticipates ad-hoc in person workshops, training, and other meetings as needed throughout the project s life that will require the analyst s participation. Some knowledge of supporting/integrated applications including but not limited to Bluebeam, ESRI ArcGIS, MSSQL Server, and Hansen 8 is desirable.
Core Services
A core function is any element of a particular scope of work which CLIENT is certain will be performed and completed through all phases of this Contract.
Analyze 50%
- Listen carefully to and ask clarifying questions about business requests, translating those into business process requirements and system designs.
- Quickly learn system capabilities and configuration options and devise creative solutions for business needs within that framework.
- Analyze complex system issues to identify the root causes, propose comprehensive solutions consistent with system design standards, and assist with implementation of changes.
- Challenge process owners to examine and improve practices with an eye towards improving the applicant and customer experience.
- Review legislation to identify impacts to business processes and determine appropriate system changes in response.
- Identify, document and resolve issues, escalate when appropriate.
- Consult with Product Owner and Developer on best practice approaches to implementation.
Design 25%
- Work iteratively with stakeholders to design solutions that meet their needs.
- Focus on system and process solutions that address underlying causes and inefficiencies rather than treating symptoms.
- Follow established project or departmental review and approval processes and standards for all work.
Document 20%
- Manage and update system specifications in adhere to CLIENT standards.
Other 5%
- Coordinate work with external teams and stakeholders.
- Stay current on Accela platform development and new features applicable to CLIENT.
- Create User Access Testing (UAT) materials and lead UAT.
- Create training materials and lead user training.
- In partnership with the QA Tester, Developer, and other stakeholders identify and correct defects.
