Job Title: Senior SACWIS/CWIS Project Manager
Location: Austin, TX (Hybrid – Statewide Texas Candidates)
Work Arrangement:
· This position follows a hybrid work model. Candidates may reside anywhere in Texas but must be able to attend in-person meetings in Austin, TX as required.
· No remote-only option is available.
· Travel to Austin will be required for large-scale initiatives, key meetings, and stakeholder engagements.
· Work schedule is full-time (40 hours/week).
· Rate is open and highly competitive; submit only fully qualified candidates at best available rate.
Position Overview:
· The State of Texas is seeking a highly experienced Senior SACWIS/CWIS Project Manager to support the modernization, enhancement, and implementation of Child Welfare Information Systems (SACWIS/CCWIS/CWIS).
· This role will lead complex, enterprise-scale initiatives impacting statewide child welfare operations, including intake, investigations, case management, service delivery, provider interactions, reporting, and federal compliance.
· The Project Manager will be responsible for overseeing legacy system modernization efforts, coordinating with business and technical stakeholders, and managing vendors and system integrators in a highly regulated public-sector environment.
· The ideal candidate will demonstrate strong leadership, facilitation, governance, and communication skills, with a proven ability to deliver large-scale child welfare systems initiatives successfully.
Mandatory Qualifications:
· 8+ years of senior-level project management experience leading large, complex, enterprise-wide or statewide initiatives
· Direct experience managing or supporting SACWIS, CCWIS, or CWIS systems within a child welfare environment
· Proven experience delivering legacy system modernization and enterprise system implementations
· Strong background in business facilitation, including leading requirements workshops and cross-functional working sessions
· Demonstrated experience supporting investigation programs, statewide intake operations, or case management environments
· Proven ability to manage vendors and system integrators on large-scale system implementations or modernization projects
· Experience working in highly regulated environments requiring federal reporting, compliance, and audit readiness
· Excellent written and verbal communication skills, including executive-level reporting and stakeholder communication
Preferred Qualifications:
· Experience supporting child welfare programs such as intake, investigations, ongoing services, placements, foster care, adoption, or permanency
· Familiarity with federal child welfare regulations and guidance (e.g., CCWIS Final Rule, APD/FPD processes)
· PMP, PgMP, or equivalent project management certification
· Experience working with Agile, hybrid, or traditional SDLC methodologies in large public-sector environments
