Business Analyst 9 months (with opportunity for extension) Hybrid (on-site alternating days at 5 Manhattan West, New York, NY)

Type: W2 Contract Only

Description:
Business Analyst who will serve as a business and technical analyst in the HR Payroll group. The Business Analyst will support the Payroll (PMS) and W2 Amendment (W2AM) applications.
The primary functions of the Business Analyst will be:
Analyze and document business requirements, author functional specifications, review functional specifications with business owners for approval, and review functional specifications with technical staff during transition to technical design and coding phases of the project.
Author technical specifications for application changes and review technical specifications with staff during the transition to technical design and coding phases of the project.
Author specifications for modifications to existing PMS programs to include new tax parameters on transactional and pay calc based reports.
Work with technical analysts to research problems to find and implement solutions.
Supplement the activities of the FISA-OPA Integrated System Test team as necessary. The analyst will be expected to author test cases, execute test cases, and document the results.
Supplement the activities of the end users by coordinating end user acceptance test activities or performing user acceptance testing on their behalf, or both.
Run simulations of the business event processing to ensure that software modifications have not introduced errors into the processes.
Mandatory Qualifications:
Previous experience working with an enterprise wide, large-scale environment.
Experience Implementing Tax updates in a government or civil service environment.
Excellent understanding of systems development lifecycle methodologies.
Excellent communication (oral and written), interpersonal, and organizational skills required.
Strong MS Office 2010 and later; including Visio, Excel, Project, and Access required.
Bachelors or Master s Degree in Computer Science, Engineering or in a Technical/Business Discipline is required.
Experience and knowledge of PMS and PPMS (payroll processes), NYCAPS (personnel), CityTime (timekeeping) and CHRMS canned reports and Ad Hoc facility.
Extensive knowledge of Fair Labor and Standards Act (FLSA) Overtime processing rules.
Extensive knowledge of contractual overtime processing rules.
Experience with application configuration design and set-up.
Knowledge and experience in IBM Mainframe environments, QMF, SQL, MS SQL Server.
Understanding of relational databases (e.g. DB2).
Proficiency running back-end/database queries for data analysis (DB2 on Mainframe).
Clearly document and explain problems and to work with others to resolve software defects while ensuring technical compatibility and end user satisfaction.
Ability to demonstrate the ability to plan, manage time according to schedules, and status reporting.
