Senior Database Developer - MS Access & Cloud SQL Migration

Location: Austin, TX - On-site
Duration: 10+ months


Position Overview

We are seeking an experienced Senior Database Developer to lead the migration of legacy Microsoft Access databases into modern, cloud-native SQL platforms. This role will work closely with program users to analyze existing data structures, design and execute schema transformations, build ETL pipelines, and manage cut-over plans. The developer will also provide technical assistance to ensure ongoing performance, security, and compliance with accessibility standards.

This is a hands-on role for a highly technical professional with a track record of transforming Access environments into scalable, enterprise-grade SQL solutions.


Key Responsibilities

  • Analyze existing Access databases to design scalable relational data models in cloud SQL environments.

  • Lead schema transformations, data migration, and ETL process design using tools such as SSIS, Azure Data Factory, or AWS DMS.

  • Build and validate migration runbooks, technical documentation, and data dictionaries.

  • Develop intuitive, normalized table structures, complex queries, data entry forms, and reports in MS Access during transition phases.

  • Optimize SQL queries, stored procedures, and execution plans for performance tuning.

  • Provide user training and knowledge transfer sessions to ensure smooth adoption of the new environment.

  • Evaluate and recommend best practices for database performance, storage, security, and disaster recovery.

  • Ensure compliance with EIR Accessibility standards, providing accessible interfaces for database input, reporting, and administration.

  • Support users with technical assistance, report generation, and issue resolution.

  • Collaborate with IT, program staff, and vendors to ensure migration success and long-term sustainability.


Required Qualifications

  • 10+ years of hands-on experience designing, developing, and maintaining advanced Microsoft Access databases (table structures, forms, reports, queries).

  • 10+ years of expertise in relational database design, normalization, ER modeling, schema refactoring, and SQL schema translation.

  • 10+ years of experience with Access and VBA for automation.

  • Proven track record of migrating legacy Access databases to major cloud SQL services (Azure SQL, PostgreSQL, AWS RDS, etc.).

  • 8+ years working with ETL tools (SSIS, Azure Data Factory, AWS DMS, etc.) to support data migration and integration.

  • Experience developing migration documentation: runbooks, data dictionaries, technical guides, and training material.

  • Proficiency with RDBMS admin tools (SSMS, TOAD, SQL Developer).

  • Strong SQL query optimization and batch process configuration experience.


Preferred Qualifications

  • Hands-on experience with CI/CD pipelines, GitHub, and Jira.

  • Familiarity with data visualization tools such as Power BI or Tableau.

  • Agile development methodology experience.

  • Prior experience in Healthcare or Public Health environments.

  • Experience working with Texas State Agencies a plus.
