HOURS: 08:00 A.M. to 05:00 P.M.

FUNCTIONAL PURPOSE:

Serves as a program manager that performs comprehensive program and project planning across multiple functional areas to support the rollout of the Next Generation Delivery Vehicle (NGDV) program. Enables crucial strategies and program implementation as part of the USPS' 10-Year Strategic Plan. Coordinates closely with peers and internal teams to ensure timely completion of all inter-dependent tasks. Leads rigorous and proactive risk management and prepares proactive mitigation plans to anticipate potential problems. Collaborates with assigned functional teams to ensure ongoing participation and completion of assigned work content and timely submission of deliverables and USPS review/responses.


DUTIES AND RESPONSIBILITIES:


1. Analyzes and evaluates task-specific and highly complex data sets, such as vehicle specifications, vehicle mix modeling, requirements for infrastructure assessment and installation, or training requirements and methods. Gather and integrate data sets from multiple sources. Influences strategic initiatives and provides technical direction related to these analyses.

2. Partners with cross functional team members to ensure prioritization and timely completion of activities; facilitates the development and implementation of required work elements and specific tasks identified in the comprehensive master project plan. Coordinates with NGDV core team on master schedule development and execution, and with lead representatives designated within each respective assigned functional area.

3. Develops methods and procedures to effectively evaluate operations, systems or programs, and make necessary recommendations. Incorporates potential public-private partnership opportunities and collaboration with other agencies to advance the program objectives and enable mutual advancements.

4. Develops and maintains NGDV program and project plans, ensuring cross-organizational visibility and coordinating resources engaged in project execution. Reviews, validates, and provides input and recommendations on NGDV project plans including work breakdown, resource estimates, planning, scheduling, negotiating deliverables, administration, briefing and communications development, and ongoing status reporting.

5. Plans effective pre-mortem strategies for all assigned workstreams to mitigate risk and improve response when challenges are encountered. Initiates proactive schedule management actions with assigned teams to predict and react to potential schedule risks before issues emerge, leveraging defined protocols to escalate issues.

6. Completes analysis and prepares reports for management information and decision making involving all aspects of program and project management. Provides timely development of information and materials required for ongoing briefing materials and communications tools for a variety of internal and external audiences, including more politically sensitive content.

7. Monitors the compliance of assigned work products with all relevant policies, guidelines and technical standards and ensures established incident, problem, and change management protocols are followed.

8. Standardizes and develops in-depth analysis reporting; provides periodic NGDV project updates and reports for review and escalation. Develops and presents reports and presentations summarizing findings to executive management.

9. Collaborates closely with NGDV Program Team and assigned functional areas to successfully coordinate and enable positive program execution.


REQUIREMENTS

  1. Ability to develop reports or presentations utilizing software such as Microsoft PowerPoint, Excel, Visio and present oral and written reports to senior management.
  2. Ability to develop and maintain relationships with internal and external stakeholders sufficient to implement business initiatives.
  3. Ability to facilitate group meetings and walk-through sessions with assigned functional areas and with peer team in order to develop plans and manage ongoing status and workload.
  4. Ability to communicate orally and in writing to provide technical guidance, prepare and conduct presentations and briefing materials, prepare reports, evaluations, correspondence, and program communication materials.
  5. Ability to apply risk, risk identification and escalation management processes to assigned work projects.
  6. Ability to conduct research, collect information and data, perform complex data analysis, evaluate findings, and develop visualizations, recommendations and alternative solutions regarding operational performance and implementation.
  7. Ability to perform project management activities including planning, tracking/oversight, scheduling tasks, estimating resources, negotiating deliverables, project administration and status reporting sufficient to manage a large-scale project plan.
  8. Ability to provide leadership, guidance and influence to employees, contractors, suppliers and external parties in the development and implementation of program task activities and completion.
  9. Knowledge of program and project management skills and techniques at a level sufficient to coordinate highly complex project planning efforts and activities across a breadth of internal teams and ensure timely and successful task completion in support of overarching program goals.
