Cedar Park Group is hiring a Business Analyst Level II. This role is a 17-month engagement with opportunities to work closely with a state agency stakeholders and project teams on high-impact initiatives.
Position Overview:
As a Business Analyst, you will play a key role in analyzing legacy systems and business processes, documenting functional and technical requirements, and supporting the transition to a modernized eligibility system. You ll collaborate with subject matter experts across SNAP, HEAP, PA, Fair Hearings, and Child Support programs to ensure smooth system transformation and effective change management.
Responsibilities:
Conduct requirements analysis of legacy system processes.
Elicit, analyze, and document requirements for implementation of the transformed system.
Identify and document As-Is and To-Be system requirements and designs.
Conduct system analysis and create documentation for legacy mainframe systems.
Facilitate workshops with stakeholders including state agencies, local districts, SMEs, users, and executives.
Produce work products (user stories, acceptance criteria, prototypes, data specifications, UML diagrams, etc.) aligned with business needs.
Support business process reengineering and optimization for increased efficiencies.
Perform interface analysis, system gap analysis, and basic query/scripting work.
Ensure adherence to project timelines and deliverables.
Qualifications:
Mandatory:
4 7 years of experience as a Business Analyst.
Experience analyzing and documenting business/system rules and modernizing processes.
Strong background in SNAP, HEAP, PA, Fair Hearings, and Child Support programs.
Ability to write clear functional requirements and create technical system diagrams.
Effective communication skills for training and stakeholder management.
Preferred:
Experience as a BA within state-supervised, locally administered human service programs.
Skilled in facilitating workshops, training users, and meeting project timelines.
Experience creating business analysis artifacts (user stories, use cases, UML diagrams, screen prototypes).
Business process reengineering and mainframe logic analysis experience.
Legacy interface analysis, gap analysis, and basic query skills.
