Description

SAIC is looking for a Senior Systems Engineer APM-E Information Operations in San Diego, CA.

SAIC is looking for cleared Systems Engineering candidates to support Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I), Programs of Record and projects. This position provides technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) services with existing and emerging infrastructures between IO tools and Command and Control (C2) systems/capabilities. Specific tasks include the following:

Conduct systems / system of systems architecture design, testing, experimentation, implementation, integration, review, and cyber certification activities

Assist in development and update of IO/ISR/METOC systems technical documentation during system development

Interface with various levels of program leadership: project managers, task and functional leaders, and product owners.

Analyze user needs to determine functional requirements and define problems and develop plans to address requirements

Control of requirements to reduce costs, increasing efficiency, and improving the quality of the programs and projects

Provide analysis of capabilities and software tools

Use operational experience and technical expertise to collaborate with the Functional Team Lead for assessing requirements, designing, executing and developing Targeting technical solutions on IO/ISR/METOC platforms (afloat and ashore)

Strengthen systems engineering capabilities and rigor within and external to PMW 120 Programs.

Strengthen systems engineering capabilities between PMW 120 programs and external programs.

Support, encourage, and champion opportunities to improve program adoption and use of Rapid Development methods and tools (DevSecOps, Agile, etc.) in and between PMWs and NAVWAR.

Support, encourage, and champion acquisition and use of enterprise digital engineering tools for MBSE, Configuration Management, Requirements Management, Development, etc.

Facilitate situational awareness and engagement between PMW 120 APM-Es, program LEs, other functional leads, and SETA counterparts (Pillar Leads, engineering and functional support, SMEs, etc.)

Qualifications

Required Education & Experience:

Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience. 4 additional years of applicable military experience with IO/ISR systems experience is acceptable in lieu of advanced education.

Ability to brief senior government personnel

Desired Skills and Certifications:

Prior Military experience with IO/ISR/METOC systems

INCOSE CSEP

Desired Experience:

Rapid development (Agile, DSO, DevOps, etc.)

PEO C4I / NAVWAR Acquisition experience

Digital Engineering tools, techniques, and methods (Model Based Systems Engineering, Enterprise Requirements Management, Configuration Management, Test Automation).

CANES and Application Integration

Agile Application Development technologies and capabilities in the areas of software development/application testing, systems engineering and/or integration

Experience using Atlassian tools Confluence and Jira

Experience working with Model-Based Systems Engineering software tools, such as Enterprise Architect or No Magic CAMEO

Test documents include Test Plan(s) with specifics of operational testing and evaluation

IC data repositories: MIDB, NIODB, USELMS, EWIR, and/or MPED.

ELINT, SIGINT, COMINT, and/or MASINT collection processes, capabilities, and technical parameters

Target salary range: $145,001 - $155,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
