Description & Requirements

Maximus is seeking a dynamic and experienced Release Train Engineer (RTE) to spearhead the transformation of our organization into a SAFe agile working environment. The RTE will ensure that teams develop and deliver quality solutions that provide value and contribute to the continued improvements in team productivity and success of the program. This includes making sure teams follow a standard process for ingesting, developing, testing, documenting, and deploying capabilities and enhancements. The successful candidate has a solid understanding of Agile scrum and SAFe framework to coach and ensure the Agile teams in delivering value and following the same methodology for planning, tracking, and reporting Sprint and Release results.







This position is on-site, five days a week and requires an active Secret Clearance.

Job-Specific Essential Duties and Responsibilities:

- Lead SAFe agile transformation initiatives, collaborating with senior leadership to define strategy and drive cultural change across teams.

- Coach and mentor teams and leaders in Agile, Scrum, Kanban, and Lean practices to foster continuous improvement and self-organization.

- Facilitate Scrum of Scrums, agile ceremonies, workshops, and training sessions to support adoption and alignment across value streams.

- Collaborate with internal and external stakeholders to prioritize backlogs, align deliverables to business goals, and ensure quality product releases.

- Optimize the flow of value through release trains by identifying process inefficiencies, removing blockers, and driving automation improvements.

- Work with Scrum Masters and cross-functional teams to estimate work, improve delivery processes, and ensure consistent execution across sprints.

- Analyze test results, monitor agile metrics (e.g., velocity, cycle time), and support defect management to maintain high-quality outputs.

- Lead continuous improvement efforts post-release by recommending enhancements to lifecycle processes and engineering practices.

- Coordinate with the Release Manager to manage calendars, track program increments, and ensure seamless release planning and execution.

- Act as a change agent, championing agile principles and encouraging collaboration, innovation, and technical excellence throughout the organization.

Job-Specific Minimum Requirements:




- Active Secret clearance is required.

Candidates with dual citizenship cannot be considered.

- 12+ years of experience with Agile/SAFe framework, including the following.

- Certified in an Agile framework such as SAFe RTE Certification

- Working experience in defining acceptance criteria and coordinating and executing acceptance testing

- Working experience with DevOps/DevSecOps and Continuous delivery pipeline

- Hands-on experience with process, and business and systems analysis to develop analysis of alternatives (AoA), process improvement documents, design documentation, and creating the associated presentations to brief results

- Experience working with multiple teams and coordinating various integration projects

- Demonstrated initiative and ability to start, develop, and complete short and long-term projects

- Demonstrates accuracy and thoroughness in the implementation of project specifications and design requirements

- Experience with PI Planning and scrum ceremonies

- Experience with Agile testing, establishing IT testing frameworks, that include automation best practices

- This contract supports systems that require 24x7x365 uptime. Candidates must be willing and able to meet recall requirements, including participation in a rotational on-call schedule.

- Additional tasks to be assigned as needed.

Preferred Skills and Qualifications:




- Recent experience within DHS.

- Certified in PMP, ITIL, SAFe, or comparable Agile frameworks.

- 2 or more years' experience with ServiceNow

- ITIL v4 Foundations

- Experience performing Agile development

- Strong interpersonal, facilitation, and mentoring skills.

- Experience managing cross-functional teams in Agile/SAFe environments.

- Experience with DevOps/DevSecOps and Continuous delivery pipeline.

- Team player, fast learner with ability to work proactively and independently to support mission critical operations supporting geographically diverse locations.
