Business Analyst
Constellation seeks a Business Analyst to provide program management support to US Customs and Border Protection (CBP) national vetting operations across multiple mission programs. This role is responsible for integrating new external partners and capabilities into existing operations, including coordination with stakeholders, facilitation of partner meetings, management of program schedules, and support to policy and governance development. The Business Analyst will track dependencies and risks, manage action items and due dates, and develop clear, data-informed reporting and presentations for leadership.
Key Responsibilities:
- Develop, maintain, and track detailed project schedules using Microsoft Project, including milestones, dependencies, and critical path activities.
- Plan and facilitate stakeholder and partner meetings, capturing decisions, action items, and follow-ups.
- Manage tasking and due dates across multiple stakeholder groups; maintain trackers for actions, issues, and risks.
- Support development and maintenance of policies, standard operating procedures (SOPs), governance documents, and implementation guides.
- Identify and manage program dependencies, highlighting impacts to scope, schedule, and resourcing.
- Maintain risk and issue logs; support development of mitigation strategies and escalation materials.
- Produce clear, compelling briefings and storyboards in PowerPoint to communicate status, risks, and decisions to senior stakeholders.
- Support definition, collection, and reporting of program metrics and performance indicators; assist with data cleansing and analysis as needed.
The ideal candidate must have the following experience, background, and credentials:
· Bachelor’s degree (BA/BS) in Business, Public Policy, International Relations, Political Science, or a related field.
· 2+ years of experience in program management, project coordination, consulting, or a related role.
· Strong critical thinking, facilitation, communication, and stakeholder management skills.
· Experience building and managing project schedules in Microsoft Project, tracking action items and follow-ups, and managing timelines and due dates.
· Experience developing or maintaining policy, SOP, or governance documentation.
· ==== able to pass a background investigation by the client agency. CBP TS-SCI eligibility required. DHS clearance with CBP/ICE, or DoD Top-Secret strongly preferred.
Preferred Skills:
· Past experience managing, cleansing, analyzing, and reporting on data (e.g., Excel, basic analytics, or dashboarding tools).
· Experience working within the Intelligence Community or on national security / vetting programs.
· Familiarity with federal homeland security or interagency coordination processes.
