Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Providing full life cycle technical direction and project planning/management to identify, design, develop, acquire, integrate, and implement new Capabilities and Infrastructure.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Advising other stakeholders on application of operational requirements analysis and systems engineering processes.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Leading extended discussions and negotiations regarding operation requirements and proposed courses of action.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: employee meets challenges imposed by difficult and complex assignments by applying technical expertise, insights into advanced concepts/emerging technologies. Experience utilizing strategic planning, capital planning and investment control, and resource management.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience providing technical leadership, project planning/management, and expert facilitation/coordination of IT capabilities and infrastructure (C&I) assets.
-Experience designing the integration of new and innovative hardware and software solutions into existing system architectures.
-Experience addressing complex IT system engineering problems.
-Experience testing systems and equipment to ensure conformance with user requirements and cybersecurity standards.

- You will serve as an IT SPECIALIST (ENTARCH) in the JOINT FIRES ELEMENT, JOINT FORCE HEADQUARTER-CYBER DIVISION, OPERATIONS DIRECTORATE, at U.S. FLEET CYBER COMMAND (FLTCYBERCOM).
- You will provide leadership and oversight for short-term to long-range architectural analysis, systems engineering, integration, testing, and implementation of a wide range of cyberspace capability and infrastructure development projects.
- You will lead efforts to define and document detailed functional specifications that document the architecture development process for Cyber Tactical Operations Center (CTOC) Capabilities and Infrastructure evolutionary enhancements.
- You will provide continuing technical assessments and critical verbal and written inputs to the proponent and capability developer during the preparation of operational and system view diagrams
- You will lead and substantively contribute to planning for implementation strategies to ensure enterprise components can be integrated and aligned.
- You will provide inputs to Risk Management Framework (RMF) process activities and related documentation.
- You will provide substantive personal contributions to the definition, design/development, and implementation of operational cyberspace capability developments and process improvements.
- You will lead efforts to analyze user needs and requirements to plan CTOC system architectures.
- You will translate proposed CTOC capabilities into technical requirements.
