Overview
DecisionPoint seeks a Senior Innovation COE Lead to establish and drive the enterprise Innovation Cell within a large federal and DoD-aligned mission environment. This role oversees modernization priorities, manages the innovation pipeline, evaluates new capabilities, and coordinates innovation initiatives across PMO leadership, Operations & Engineering (O&E), and IT/Cyber teams.
The Innovation COE Lead provides strategic direction for emerging technologies, automation opportunities, user experience improvements, and operational enhancements. The role enables continuous modernization by evaluating ideas, facilitating prototyping efforts, leading innovation sprints, and ensuring alignment with mission needs, cybersecurity requirements, and enterprise architecture constraints.

Duties & Responsibilities
The Innovation COE Lead will:
- Lead the Innovation Cell, defining processes, governance, and prioritization for the innovation pipeline.
- Establish modernization priorities in collaboration with PMO, O&E, IT, cybersecurity, and mission stakeholders.
- Evaluate innovative ideas, technologies, and approaches for viability, mission value, and technical alignment.
- Run innovation sprints, proof-of-concepts, experimentation cycles, and rapid prototyping activities.
- Maintain the innovation backlog, scoring model, and readiness assessment criteria.
- Develop modernization roadmaps and identify opportunities for automation, user experience enhancements, and process optimization.
- Coordinate with cross-functional teams to integrate innovation into ongoing program activities.
- Ensure all innovative concepts comply with cybersecurity, privacy, and architectural standards.
- Produce executive briefings, business cases, and recommendations for adopting new capabilities.
- Document results, lessons learned, and outcomes from innovation pilots and experiments.
- Track innovation KPIs, adoption metrics, and return-on-investment measures.
- Serve as the central point of contact for enterprise modernization initiatives.
Clearance Requirement
Candidate must possess a Tier 2 Moderate Risk Public Trust (from any federal agency) or an active Secret clearance or higher.
Education (Required)
Bachelor's degree in Information Technology, Business, Design, Engineering, or a related discipline.
Experience (Required)
- Minimum 10 years of experience leading innovation, modernization, digital transformation, or enterprise improvement efforts.
- Experience coordinating innovation initiatives across PMO, engineering, cybersecurity, and operations teams.
- Experience managing innovation pipelines, experimentation cycles, or proof-of-concept evaluations.
- Experience supporting modernization for federal, DoD, or enterprise-scale IT programs.
Technical Knowledge (Required)
- Familiarity with emerging technologies, automation tools, cloud services, and digital user-experience trends.
- Understanding of innovation management frameworks and prioritization methods.
- Strong working knowledge of ITIL practices, PMO processes, and enterprise architecture constraints.
Technical Knowledge (Preferred)
- Experience facilitating innovation workshops, design-thinking sessions, or human-centered design activities.
- Experience with Agile, DevSecOps, or rapid prototyping environments.
Certifications
Required:
- ITIL v4 Foundation
Preferred:
- PMP, Scrum Master, or Agile certifications
- Design-thinking or innovation management certifications

- Excellent strategic thinking and problem-solving abilities.
