About the Agency:

The New York City Business Integrity Commission (BIC) is a regulatory and law enforcement agency with jurisdiction over the commercial trade waste industry and the City's public wholesale markets. Businesses seeking to operate in these industries within the City of New York must, by law, apply to BIC and must be approved by BIC for the requisite license or registration. BIC's goals include: to keep industries free of organized crime and other forms of corruption and the violence, fraud, rackets, and threats that once plagued them; to ensure that regulated businesses are able to compete fairly; that customers receive equitable treatment, and that regulated businesses do not present a harm to public safety and conduct their affairs with honesty and integrity.

Position Summary:

Under supervision of the Chief Information Officer / Director of IT, the qualified candidate will serve a dual role as both the agency's Salesforce Administrator and Cybersecurity Manager (CISO). They will be responsible for the day-to-day administration, support, and maintenance of the agency's Salesforce platform, as well as overseeing the agency's cybersecurity posture in alignment with citywide policies and directives.

As the Salesforce resource, the candidate will configure and customize the platform to meet the agency's operational needs. This includes managing users and permissions, developing custom objects, workflows, reports, and dashboards, and supporting system enhancements. Experience tailoring Salesforce for non-traditional use cases through customization is highly desirable.

On the cybersecurity front, the candidate will be responsible for maintaining the agency's overall information security program. This includes monitoring compliance with NYC Cyber Command directives, ensuring adherence to PCI and other relevant standards, managing vulnerabilities, and coordinating with city agencies on security-related matters.

The ideal candidate will have hands-on experience with Salesforce tools including Flow, Process Builder, Custom Objects, Reports and Dashboards, and Security Controls. Familiarity with Data Loader and Apex (preferred but not required) is also expected.

The candidate must hold a current Salesforce Administrator, Advanced Administrator, or Platform App Builder certification and must include proof of certification with their resume at the time of application. Additional cybersecurity certifications (such as CISSP, CISM, Security+, or equivalent) are strongly preferred.

Strong communication skills are essential, including the ability to engage effectively with both technical and non-technical staff. The candidate should demonstrate problem-solving ability, a collaborative work ethic, and the flexibility to manage shifting priorities. The role requires the ability to work independently as well as collaboratively within a team environment.

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
