Job Details

Title: Technical Business Analyst 2
Location: Portland, OR (hybrid for 3-6 months, then fully remote)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $47.74 - $58.06 per hour (exact pay range varies by candidate location)

The role of the Technical Business Analyst is to perform interviews and research to determine IT business requirements and translate them into specifications for complex technical projects.

Position Responsibilities:
  • Develop business process models and documentation.
  • Develop, define, and build technology bias business cases that will enable business and technology change.
  • Implement workflow across the organization.
  • Recommend technology solutions to improve business decision-making with a focus on the core systems, technology strategies and standards.
  • Conduct analysis of business issues and challenges.
  • Participate in business process and technology initiatives to improve business performance.
  • Act as liaison and participate in defining technology solutions to solve complex, multidisciplinary business problems with long-term implications.
  • Document functional specifications, conversions, upgrades, interfaces, reports, forms, and workflow.
  • Facilitate group meetings.
  • Work with end-users to define and executing test scenarios and ensure appropriate end user training.
  • Establish and maintain effective working relationships with clients across all levels of the organization.
  • Develop and review audit and control processes to facilitate optimal service performance & operational integrity.
  • Deal with workload peaks without compromising standards.
  • Develop and support a knowledge management culture within the organization.
  • Provide a sustainable IT infrastructure by supplying cross training and functional documentation.
  • Balance technology and business issues as well as communicating with both technology and business experts.
  • Provide support to the Infrastructure Systems Analyst to assist in identifying gaps in infrastructure services
  • Understand the relationship between an application and the technical services it relies on.
  • Define an application's portfolio of dependent services and technical needs.
  • Identify the difference between an application and dependent software.
  • Work with stakeholders to gather requirements geared towards upgrading to current technology and migrating to new infrastructure.
  • Audit existing source(s) of record for application information to determine validity of data and make recommendations to correct.
  • Negotiate priorities and resolve requirement conflicts among various stakeholders.
  • Develop data flow models to define interdependencies between other applications.

Position Requirements:
Education & Corresponding Experience
  • A bachelor's degree in information technology/systems, business administration, or a closely related technical discipline is preferred.
    • 7 years of experience is required with an applicable bachelor's degree.
    • 11 years of experience is required without a degree or applicable degree.
  • Experience should be consistent with the specific requirements of technical business analysis and information technology and progressively more technical in nature.
Required Technical Skills & Experience
  • Proficiency with Microsoft products, including Word, Visio, PowerPoint, Excel, and Outlook or similar.
  • Technical interviewing skills that include:
    • Functional/process interviewing in the business environment.
    • The ability to facilitate groups through process design and requirements gathering sessions.
  • Ability to communicate effectively with business and technical teams.
  • Ability to develop and maintain effective client and stakeholder relationships.
  • Strong technical writing skills and the ability to present information in various forms (verbally, in writing, visually, graphically).
Preferred Skills & Experience
  • Proficiency with requirements modeling tools such as Jama or Sparx Enterprise Architect.
  • Experience with System Life Cycle (SLC) processes.
  • Experience with Traditional/Waterfall and Agile methodologies.
  • Experience with custom development and COTS implementation projects.
  • Some experience in project management and leadership.
  • Background in writing technical designs and specifications.
  • Energy/utility industry experience.
