Job Title: Technical Lead / Architect

Job Description:

The Technical Lead / Architect is responsible for the overall quality of all technical activities, including Customer development, infrastructure, interfaces, and Solution performance on behalf of Infrastructure Design, creation and any related technical deliverables.

This role specifically includes ownership and responsibility on behalf of the Contractor for the Infrastructure Design, creation, and any related technical deliverables as part of the Independent Verification and Validation (IV&V) services.

Minimum Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related technical discipline
  • At least 10 years of experience in IT systems architecture, infrastructure design, or solution delivery in complex enterprise environments
  • Minimum of 5 years in a lead or architect-level role on state government or large-scale public sector IT projects
  • Proven experience with cloud platforms, preferably Salesforce, including evaluating compatibility, versioning, and environment configurations
  • Demonstrated experience with IV&V projects, system performance audits, and environment assessments
  • Must have working experience.
  • Experience conducting IV&V in alignment with federal and state standards.
  • Use of IV&V frameworks and structured reporting mechanisms.
  • Ability to assess data conversion plans, migration risks, and model design.
  • Skills in data normalization, referential integrity, and Salesforce data constraints.
  • Familiarity with data archival, backup, and recovery strategies.
  • Ability to evaluate defect management tools(like JIRA, TestRail, Zephyr).
  • Code maintainability, dependency management, and version control.
Preferred Skills and Expertise:

Strong understanding of:

  • Application and infrastructure configuration management
  • Software development lifecycle (SDLC) oversight
  • System usability, performance, and security best practices
  • Agile and Human-Centered Design (HCD) methodologies

Experience with:

  • Code maintainability and technical architecture validation
  • Defect and vulnerability tracking and mitigation strategies
  • Infrastructure modernization and transition planning

Familiarity with:

  • CCWIS/SACWIS guidelines and federal compliance requirements
  • SUITE or similar state project management frameworks
  • Excellent written and verbal communication skills, especially in reporting findings to executive stakeholders.
