Project Overview
CMS s Medicaid and CHIP Business Information Solutions (MACBIS) initiative requires a highly skilled data analytics and reporting specialist to support its ongoing analytic efforts. The role will be focused on analyzing Medicaid and CHIP data (primarily using T-MSIS), generating mandated and annual reports, conducting complex studies, and delivering data insights to diverse stakeholders within CMS. This project demands not only strong technical and statistical skills but also a deep understanding of state Medicaid/CHIP programs and public health frameworks to contextualize findings effectively.
Key Responsibilities

Analyze T-MSIS and related Medicaid/CHIP data sources to identify trends, anomalies, and actionable insights.

Develop and maintain annual mandated reports (e.g., T-MSIS SUD Databook, MAC Scorecard) and update them regularly.

Collaborate with CMS stakeholders to define analytical objectives, research questions, and reporting requirements.

Support CMS in ad hoc complex analytic projects, such as innovation accelerator research, managed care enrollment, or EPSDT evaluations.

Ensure analytical products reflect state-specific Medicaid data quality and policy nuances.

Leverage tools such as SQL, R, Python, Tableau, or Power BI and Databricks for data querying, statistical modeling, and visualization.

Utilize Databricks on cloud platforms (AWS, Azure, or Google Cloud Platform) for scalable and collaborative healthcare analytics.

Work with the DSG Analytics Product Lead to develop and maintain an analytics roadmap aligned to CMS priorities.

Translate technical results into policy-relevant, actionable findings for both internal and external audiences.

Education
Bachelor s degree in Public Health, Statistics, Data Science, Health Policy, Computer Science, or a related field. Master s degree preferred.
Required Experience

At least 8 10 years of experience in data analysis, preferably in the public health or healthcare domain.

Proven experience working with Medicaid and CHIP data, including T-MSIS and TAF datasets.

Familiarity with CMS reporting structures, including MAC Scorecard and SUD Databook.

Proficiency in data analytics platforms including Python, R, SQL, SAS, Tableau, Power BI, and Databricks.

Experience working in cloud-based analytics environments (e.g., AWS, Azure, Google Cloud Platform) using scalable data processing tools like Databricks.

Experience working with cloud data platforms (e.g., AWS, Azure, Google Cloud Platform) for healthcare analytics.

Strong communication and stakeholder engagement skills.

Understanding of variation in state Medicaid program structures and policy implementations.

Ability to work independently and collaboratively with federal stakeholders.
Preferred Qualifications

Prior work at organizations like Mathematica, RTI International, NORC, Lewin Group, or similar federal research institutions

Experience with CMS Performance Indicator projects, DQ Atlas, or SUD Data Book production

Familiarity with CMS clearance processes, federal reporting standards, and health IT ecosystems

Experience managing or contributing to Help Desks, training programs, or user support initiatives for federal agencies
