Job Title: Senior Cloud Business Systems Analyst II
Location: Onsite/Hybrid Highly Preferred (Remote may be considered – EST)| Columbia, SC 29203
Work Schedule/Shift: Mon-Fri 8:30am – 5pm EST | Minimum 40 work hours per week (with occasional overtime based on project deadlines)
Duration/Length of Assignment: 6+ Month Contract
Pay Rate: $52.00 per hour
Additional Information: Must be a U.S. Citizen — This position involves access to sensitive government health data, including data related to U.S. military beneficiaries, and therefore requires U.S. citizenship only.

Position Overview:
This role supports a major federal healthcare initiative led by a contractor specializing in Medicare benefit administration across 45 states, Washington D.C., Puerto Rico, and the U.S. Virgin Islands. The Cloud Senior Analyst II will join the CBIC Cloud Migration Team, a group responsible for transitioning mission-critical applications to cloud-hosted environments in alignment with federal mandates and compliance requirements. The team operates within a fast-paced Agile structure, closely collaborating with developers, testers, business units, and external government entities. The team consists of seasoned analysts and technical professionals and is supported by cross-functional leadership across project management, development, and compliance. The selected candidate will serve as a critical liaison between technical implementation and business requirements, facilitating the design, documentation, and validation of cloud-based analytics solutions. They will define user needs, ensure solutions align with operational and compliance goals, and contribute to the optimization of systems that support complex Medicare policy and data workflows. Candidates will play a leadership role in Agile ceremonies, guide requirements elicitation, validate testing and solution quality, and offer mentorship and knowledge sharing across both junior and senior team members.

Required Skills/Experience/Qualifications:
- Bachelor’s degree in Computer Science, Business Administration, or a related field, or equivalent work experience (8 years of IT business analysis experience minimum)
- Experience in Agile environments as a Product Owner or Agile Business Analyst
- Background working with cloud-hosted applications with emphasis on cloud analytics solutions
- Hands-on experience with Medicare or CMS (Centers for Medicare & Medicaid Services)-related programs or projects
- Working knowledge of Jira and Confluence for Agile project tracking and documentation
- Familiarity with TestRail or HP ALM (Application Lifecycle Management) tools for test case management and tracking
- Strong written and verbal communication skills with the ability to present complex technical details to both technical and non-technical stakeholders
- Proven ability to lead high-visibility projects and mentor junior team members
Preferred Skills (Not Required):
- Familiarity with Azure DevOps and GitHub Actions
- Understanding of DevOps practices including version control, automated testing, and CI/CD deployment workflows
- Exposure to managing or contributing to cloud-based analytics pipelines
- Experience contributing to data governance, compliance planning, or technical risk identification
Day to Day/Responsibilities:
- Participate in daily Agile standups and sprint ceremonies alongside developers, QA teams, and business stakeholders
- Utilize Jira and Confluence to document user stories, acceptance criteria, and project artifacts
- Lead and document requirements gathering sessions, defining business needs in both technical and operational contexts
- Facilitate and validate the mapping of business objectives to proposed cloud-hosted solutions, ensuring alignment with Medicare and CMS standards
- Serve as a subject matter expert for cloud-based analytics within the Medicare program space, supporting cross-functional teams and clarifying system behaviors and requirements
- Support and review test scenarios using tools like TestRail or HP ALM, ensuring requirements traceability through test planning and defect triage
- Translate federal policy and business objectives into detailed technical documentation and implementation guidelines
- Lead team presentations and knowledge-sharing sessions to communicate solution designs or new workflows to both internal and external stakeholders
- Guide project direction by offering business logic and rationale behind design decisions, ensuring consistent alignment with Medicare regulations
- Offer mentorship to less experienced analysts, helping them navigate project requirements, Agile best practices, and system documentation standards
- Collaborate with external contractors, CMS officials, and internal developers to ensure continuity and clarity of expectations
- Identify inefficiencies or gaps in processes and propose optimized solutions that can be integrated into cloud systems
- Take initiative on small projects or sub-efforts as a lead analyst, managing workload independently and ensuring timely deliverables across Agile sprints
- Maintain adaptability and awareness of changing policy or system constraints within the CMS program environment, adjusting workflows and requirements as needed
