Title: Technical Documentation & Training Specialist
Location: Hybrid Columbia, MD

Role:
We are seeking a highly skilled Technical Documentation & Training Specialist who will craft designer documentation, develop quick reference guides, produce and edit video tutorials, and design both in-person and online training experiences. This dynamic role requires proficiency with tools like Odyssey, Camtasia, and Adobe Captivate to deliver polished, learner-centric content.
Duties:
- Analyze existing business processes and content workflows to identify inefficiencies, gaps, and opportunities for improvement in the context of digital transformation and AI transformation.
- Collaborate with government stakeholders and cross-functional teams to gather, clarify, and validate requirements for process and CMS improvements.
- Apply plain language principles to web content, reports, policies, forms, instructions, and other public-facing documents.
- Develop clear, plain-language process documentation, including workflow diagrams, standard operating procedures (SOPs), and CMS user guides for both current-state and future-state operations.
- Maintain and update process and content documentation to ensure accuracy, consistency, and alignment with transformation goals and governance standards.
- Support the standardization of business processes and content management practices to improve efficiency, scalability, and readiness for AI-enabled systems.
- Assess the maturity of current processes and CMS usage, recommend strategies for enhancement, and measure the effectiveness of changes over time.
- Implement and document process-level controls to ensure accountability, compliance, and consistent execution across teams.
- Organize and track project tasks, deliverables, and timelines to ensure milestones are met during transformation initiatives.
- Facilitate communication between internal teams and stakeholders by scheduling meetings, capturing decisions, and ensuring alignment of goals and progress.
Education:
- Bachelor's degree in Technical Writing, Instructional Design, Communications, Education, or related field.
Experience Requirements:
Technical & Instructional Tools
- Proficiency with Camtasia, including screen capture, timeline editing, effects, and annotation features.
- Experience creating interactive learning experiences using Adobe Captivate.
- Familiarity with Odyssey dropping in as a learning platform or tool for training deployment.
Writing & Multimedia Communication
- Exceptional writing, editing, and instructional design capabilities especially in simplifying complex information for diverse audiences.
- Experience scripting and producing engaging video content tailored to instructional needs.
- Previous hands-on experience in a hybrid role combining technical writing, multimedia production, and training development.
Collaboration & Project Management
- Demonstrated ability to work alongside SMEs and cross-functional teams to gather content and feedback.
Skills and Knowledge:
- Strong skills in drafting designer-focused documentation and quick-reference materials.
- Strong organizational skills, with keen attention to detail and consistency across documentation and media deliverables.
- Familiarity with learning platforms or course management systems (like Odyssey), version control, and documentation standards.
- Creativity in leveraging multimedia to enhance learning outcomes and learner engagement.
