IT Program Manager

SCOPE
We seek an experienced Program Manager to join our team and uphold our tradition of success. The ideal candidate will oversee the management and execution of Development, Security, and Operations (DevSecOps) services supporting the United States Coast Guard (USCG). This role will lead strategic, analytic, and technical support efforts, ensuring optimal delivery of IT infrastructure, systems, and application initiatives.
REQUIRED SKILLS
Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, Business Management, or related field. Five (5) years of experience is equivalent to two (2) years of education.
Project Management Professional (PMP) certification from the Project Management Institute (PMI) is required.
Five (5) years of experience providing technical direction and project management.
Three (3) years of supervisory experience in addition to the five (5) years of experience listed above.
Five (5) years of experience with change management and process improvements.
Strong leadership, communication, and interpersonal skills with experience managing geographically dispersed teams.
Demonstrated expertise in cybersecurity, configuration management, and application lifecycle management.
Proficiency in Agile Project Management methodologies.
Familiarity with Cloud technologies (AWS, Microsoft Azure).
Knowledge of cybersecurity frameworks and standards (e.g., NIST RMF).
Ability to obtain and maintain appropriate security clearance and government-issued credentials (CAC).
Experience with cloud management.
Proven ability to manage program financials, budgets, ETC, EAC, and other financial metrics for large-scale projects exceeding $100M TCV.
Demonstrated ability to lead and effectively manage large project teams of 125+ personnel and multiple subcontractors.
Strong analytical and problem-solving skills for design, creation, and testing.
Ability to multi-task & support multiple priorities.
Excellent teamwork and interpersonal skills.
PREFERRED SKILLS
Experience with IT support services within a federal or military setting is strongly preferred.
Familiarity with U.S. Coast Guard systems, standards, and directives is beneficial.
ITIL or cybersecurity certifications (e.g., CISSP, CISM) are preferred.
TASKS
Organizes and assigns responsibilities to subordinates and oversees the successful completion of all assigned IT tasks.
Act as liaison between government and contractors.
Prepare documents that guide the performance of all development, functional, and technical activities performed.
Perform tasks focused on the leadership and/or task management of information systems engineering or systems integration projects.
Provide technical direction for the complete system development effort as a technical authority for design or problem areas.
Anticipate problems and proactively mitigate them.
Identify and resolve unique system problems using new technology or optimal technological solutions.
Schedule and assign duties to subordinates.
Ensure tasks are completed within estimated costs and schedules.
Manage program financials, including budgeting, tracking expenditures, burn rates, Estimate to Complete (ETC), and Estimate at Completion (EAC), for projects exceeding $100M in total Contract Value (TCV).
Led and managed large project teams comprising 125+ personnel, including multiple subcontractors.
Interact with Contractor/Government management personnel through written and/or oral reports.
Ensure the development, maintenance, and implementation of Program Management Plans and Technical Specifications Plans.
Manage the overall execution of the DevSecOps program, ensuring compliance with all contractual, security, and operational requirements.
Lead teams across Development, Operations, Configuration Management, Information Assurance, and Platform/Operational Technology.
Coordinate with stakeholders, including the Contracting Officer (KO), Contracting Officer's Representative (COR), and USCG leadership to align program objectives and deliverables.
Oversee technical and administrative aspects of application, web, and mobile development, data integration, cybersecurity, configuration management, system administration, and operational support.
Develop, maintain, and regularly update comprehensive project documentation, including Systems Engineering Life Cycle (SELC) documentation.
Ensure all system developments comply with Section 508 accessibility standards and cybersecurity regulations.
Facilitate effective team communication and coordination by monitoring progress through periodic reviews and status reports.
Guide risk management, quality assurance, vulnerability management, asset management, and incident response.
Implement strategic planning, process improvement, and innovation to enhance system stability and efficiency.
Ensure adherence to USCG Enterprise Architecture (EA) policies and standards, managing IT systems accreditation, Authority to Operate (ATO) packages, and compliance with cybersecurity frameworks (e.g., NIST RMF).
Manage resource planning, staffing approvals, and personnel performance to maintain operational excellence.
Occasional travel may be required to attend meetings, conferences, and training.
