Job Overview:
The Florida Department of Transportation (FDOT) is seeking a Senior Business IT Planning Manager to serve within the Office of Information Technology (OIT). This role requires a highly experienced professional with strong leadership, strategic planning, and IT-business alignment skills. The ideal candidate will be responsible for ensuring that technology strategies align with business goals and regulatory requirements, while overseeing the execution of key enterprise initiatives.
Minimum Qualifications:
Bachelor s degree in Computer Science, Information Systems, Business Administration, or a related field.
A minimum of five (5) years of professional work experience. (Work experience may substitute for education on a year-for-year basis.)
Scrum Master certification is a plus.
At least seven (7) years of IT and business work experience, including leadership in strategic planning, infrastructure, or operational support within a public sector technology organization.
Key Responsibilities:
Lead strategic planning and alignment of IT initiatives with business goals.
Support gap analysis and provide recommendations for technology modernization and improvement.
Work closely with business leaders to gather and document IT-related business requirements.
Prioritize and manage multiple large-scale or cross-functional projects.
Conduct feasibility studies, risk assessments, and business impact analyses.
Facilitate work sessions for strategic planning and technology roadmap development.
Lead business process redesign and participate in change management initiatives.
Prepare and present executive-level reports and documentation.
Required Knowledge, Skills & Abilities:
Deep understanding of transportation technology operations and public sector environments.
Demonstrated experience aligning IT strategy with business strategy.
Strong project management, tactical planning, and gap analysis skills.
Knowledge of relational database theory and business intelligence tools.
Proficient in Microsoft Office Suite, especially Excel, Visio, PowerPoint, Word, and Power BI.
Skilled in technical documentation and interpreting business/technical requirements.
Effective communicator capable of interfacing with both technical and non-technical stakeholders.
Experience with QA review processes and compliance with Florida Administrative Code (Rules 60GG-1 through 5).
Familiarity with Agile methodologies and process improvement techniques.
Preferred Skills:
Knowledge of accounting principles and financial systems.
Experience in data conversion, cleansing, and validation.
Ability to understand and communicate highly technical and business-related information.
