Overview

Seeking a PeopleSoft Financials and Supply Chain Management (FSCM) Subject Matter Expert with strong techno-functional expertise in Allocations, General Ledger (GL), Commitment Control (KK), Chart of Accounts (COA), and Trees. The consultant will support onboarding, special projects, maintenance, and operations for a large-scale enterprise financial system serving multiple departments and users statewide.

This position requires deep knowledge of PeopleSoft Financials version 9.x and extensive experience leading configuration, design, and testing for complex financial and supply chain systems.

Responsibilities

  • Lead business and systems analysis, including requirements gathering, gap analysis, and functional design.
  • Perform configuration modifications, testing, and documentation for PeopleSoft FSCM modules (GL, KK, COA, Trees, Allocations).
  • Conduct root cause analysis and troubleshooting of application issues and defects.
  • Design, execute, and document functional and user acceptance tests.
  • Develop job aids, training materials, and knowledge transfer documentation for state staff.
  • Collaborate with stakeholders to define functional enhancements, prepare prototypes, and ensure compliance with policies and standards.
  • Support month-end and year-end closing activities and allocation setups.
  • Provide functional and production support for PeopleSoft Financials modules and related integrations.
  • Prepare status reports, task accomplishment plans, and final documentation.
  • Mentor and guide internal teams on functional and technical best practices.

Required Qualifications

  • Bachelor s degree in Business Administration with a focus in Accounting.
  • Minimum 5 years of business process re-engineering experience, including 3 years in a lead capacity.
  • Minimum 5 years of experience in PeopleSoft FSCM version 9.x, performing analysis, design, configuration, and testing for large-scale software projects (defined as 5,000 users and $20M total cost).
  • Minimum 5 years of experience in a lead capacity in PeopleSoft FSCM 9.x, including the GL, KK, COA, and Trees modules, performing:
    • Fit/gap analysis
    • Functional enhancements
    • Production support
  • Minimum 4 years combined functional and transactional experience providing:
    • Financial/accounting, procurement, labor distribution, and allocation setup support
    • Month-end and year-end closing advisory services
    • End-user and production support in PeopleSoft ERP environments

Desired Skills and Experience

  • Hands-on experience with Oracle PeopleSoft tools and integration with related systems (e.g., BI Publisher, nVision, or other reporting tools).
  • Experience with Oracle Hyperion, Oracle BI, or Microsoft Power BI.
  • Strong analytical and problem-solving abilities in enterprise financial systems.
  • Ability to communicate effectively with technical teams, business users, and executive stakeholders.
  • Demonstrated ability to document complex business processes and translate them into technical solutions.
  • Familiarity with project management methodologies, task accomplishment plans, and status reporting.
  • Knowledge of state or public sector financial operations is a plus.
  • Excellent organizational skills, attention to detail, and a proactive approach to issue resolution.
