Job Summary:
We are seeking an experienced Proposal Writer with a strong background in responding to Federal and State government RFPs, RFIs, and RFQs. The ideal candidate will have hands-on experience developing compelling, compliant, and competitive proposals for public sector clients. This individual will collaborate with capture managers, technical teams, and executives to create high-quality content that aligns with solicitation requirements and win strategies.
Key Responsibilities:
Analyze and interpret RFP/RFI/RFQ documents from Federal and State agencies.
Develop compliant and persuasive proposal content including executive summaries, technical approaches, past performance, resumes, and management sections.
Lead or support proposal kick-off meetings, storyboarding, writing, editing, and production activities.
Coordinate with subject matter experts (SMEs), project managers, and business development teams to gather information and refine proposal content.
Maintain proposal templates, boilerplate content, and past performance libraries.
Ensure proposals are completed on time and meet all compliance requirements.
Perform quality reviews for grammar, style, and compliance with solicitation instructions.
Support pricing narratives and oral presentation preparations, if required.
Stay current with best practices in federal/state procurement and proposal development methodologies.
Qualifications:
Bachelor s Degree in English, Communications, Business, Public Administration, or a related field (Master s preferred).
3 7+ years of professional experience writing proposals for Federal and/or State government clients.
Strong understanding of the Federal Acquisition Regulation (FAR) and procurement processes.
Experience with proposal development tools such as SharePoint, Microsoft Word, and Adobe Acrobat.
Excellent writing, editing, communication, and project management skills.
Ability to manage multiple deadlines in a fast-paced environment.
Familiarity with various government contracting vehicles (GSA Schedules, IDIQs, BPAs, etc.) is a plus.
APMP certification is a plus (not mandatory).
Preferred Skills:
Experience writing for agencies such as DHS, DOD, HHS, DOJ, or State-level health/human services departments.
Ability to create compelling graphics, charts, and visuals using tools like PowerPoint or Visio.
Knowledge of Capture Management and pre-RFP processes.

Must be authorized to work in the U.S. without sponsorship.
