Position Overview:
The State of Michigan is seeking a Senior Technical Strategist with deep experience in Independent Verification and Validation (IV&V) to support the SUITE Investment Management Team. This role will be pivotal in designing, implementing, and operationalizing IV&V services for complex, enterprise-level IT initiatives particularly those funded through the IT Investment Fund (ITIF).
This position is ideal for a strategic thinker with a background in quality assurance and governance who has led IV&V efforts in a public sector or similarly scaled, regulated environment.
Key Responsibilities:
- Lead and conduct IV&V activities across assigned DTMB projects.
- Develop and implement IV&V Service Plans, Health Assessment Reports, Deliverable Review Assessments, and Executive Briefings.
- Review and evaluate project documentation, deliverables, and compliance with standards.
- Monitor project progress across scope, schedule, budget, and quality metrics.
- Identify and escalate project risks and deficiencies and recommend mitigation strategies.
- Engage with project managers and stakeholders while maintaining independent and objective judgment.
- Ensure all outputs adhere to DTMB s quality assurance standards and documentation templates.
Key Focus Areas:
- Establishing a sustainable IV&V program across the IT project portfolio.
- Providing independent, objective oversight for high-visibility, high-impact projects.
- Supporting strategic IT governance with actionable insights and risk mitigation.
Qualifications:
Required Skills & Experience:
- Minimum 5 years of IT project management experience with large-scale or complex initiatives.
- Minimum 5 years of providing Independent Verification and Validation (IV&V) or equivalent quality assurance services.
- Experience supporting high-visibility and politically sensitive projects, preferably in the public sector.
- Deep knowledge of project management methodologies (PMBOK or equivalent).
- Strong analytical, communication, and executive reporting skills.
- Proven ability to evaluate project health and recommend actionable improvements.
Education:
- Bachelor s Degree in Information Technology, Business Administration, Project Management, or a related field (required).
Certifications (Preferred):
- Project Management Professional (PMP) certification.
- Additional certifications such as Certified ScrumMaster (CSM) or Certified Quality Auditor (CQA) are a plus.

About the Department:
The DTMB's Enterprise Portfolio Management Office (EPMO) oversees the State Unified Information Technology Environment (SUITE) and manages the IT Investment Fund (ITIF). This office is responsible for delivering IT governance, project oversight, and investment management services across all state agencies.
