Job Description
ECS is seeking an Operations Manager to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.
The Operations Manager is responsible for the end-to-end management of IT asset and configuration lifecycle processes for a premier law enforcement agency. This leader oversees all activities related to the acquisition, deployment, maintenance, tracking, and disposition of IT assets, ensuring compliance with federal and agency policies. The Operations Manager ensures that all IT assets are managed efficiently, securely, and cost-effectively throughout their lifecycle, supporting the agency's mission and strategic objectives.

The Operations Manager is responsible for the end-to-end management of IT asset and configuration lifecycle processes for a premier law enforcement agency. This leader oversees all activities related to the acquisition, deployment, maintenance, tracking, and disposition of IT assets, ensuring compliance with federal and agency policies. The Operations Manager ensures that all IT assets are managed efficiently, securely, and cost-effectively throughout their lifecycle, supporting the agency's mission and strategic objectives.
Key Responsibilities
- Asset Lifecycle Management:
- Oversee the full lifecycle of IT assets, including procurement, inventory, deployment, maintenance, upgrades, and secure disposal.
- Ensure all IT assets (hardware, software, mobile devices, peripherals, etc.) are accurately tracked and managed in accordance with agency and federal requirements.
- Implement and maintain asset management systems and processes to optimize asset utilization and reduce operational costs.
- Configuration Management:
- Manage and maintain configuration management databases (CMDB) to ensure accurate records of IT assets, configurations, and relationships.
- Oversee the control, documentation, and reporting of configuration changes to maintain system integrity and compliance.
- Policy & Compliance:
- Ensure all lifecycle operations comply with applicable federal, agency, and industry policies, including security, privacy, and records management requirements.
- Conduct regular audits and assessments to verify compliance and identify areas for improvement.
- Process Optimization & Automation:
- Identify opportunities for process improvement and automation to increase efficiency, accuracy, and transparency in lifecycle operations.
- Develop and implement standard operating procedures (SOPs) and best practices for asset and configuration management.
- Vendor & Contract Management:
- Coordinate with vendors and suppliers for asset procurement, warranty management, and support services.
- Manage contracts and service agreements related to IT asset lifecycle activities.
- Reporting & Analytics:
- Develop and present regular reports on asset inventory, lifecycle status, compliance, and key performance indicators (KPIs) to senior leadership.
- Utilize data analytics to inform decision-making and optimize asset lifecycle strategies.
- Team Leadership:
- Supervise and mentor lifecycle operations staff, ensuring high performance and professional development.
- Foster a culture of accountability, continuous improvement, and customer service excellence.
Required Skills
- Ability to Obtain a Public Trust Clearance
- Education:
- Bachelor's degree in Information Technology, Business, Supply Chain Management, or a related field.
- Experience:
- Minimum of six (6) years of recent experience managing IT asset and configuration lifecycle operations in a large-scale enterprise environment.
- Demonstrated experience with asset management systems, configuration management, and compliance in a federal or highly regulated setting.
- Direct, relevant experience within the last two years.
- Skills and Competencies:
- In-depth knowledge of IT asset and configuration management principles, tools, and best practices.
- Strong analytical, organizational, and problem-solving skills.
- Experience with process automation and continuous improvement methodologies.
- Excellent communication and collaboration abilities, with the capacity to engage stakeholders at all levels.
- U.S. citizenship.
- Excellent oral and written communication skills.
- Ability to present operational and compliance reports to senior stakeholders.
- Strong organizational and time management abilities.
- Ability to adapt to evolving technologies and changing mission requirements.
Desired Skills
- Certifications (Desired):
- ITIL Foundation or higher certification.
- Certified Hardware Asset Management Professional (CHAMP), Certified IT Asset Manager (CITAM), or equivalent.
