The Department of Health Care Finance (DHCF) is seeking a highly experienced PMO Lead to support the DC Access System (DCAS) Program. This senior leadership role is responsible for driving consistency, discipline, and excellence across the full Software Development Life Cycle (SDLC) for all DCAS projects.
The ideal candidate is a proactive, organized, and process-driven leader who excels at governance, vendor management, cross-agency coordination, and establishing strong project management standards.
About the Role
The PMO Lead serves as a senior member of the DCAS Program Management Office, working closely with the PMO Program Manager to ensure all projects move through each SDLC phase with complete documentation, stakeholder alignment, and rigorous quality controls. This role requires deep expertise in SDLC methodologies, strong leadership, and the ability to enforce structure across a large portfolio of technical projects and vendors.
Key Responsibilities
SDLC Leadership & Compliance
- Own, refine, and enforce DCAS SDLC processes, templates, and governance standards.
- Ensure all projects complete required activities (JAR, design, QA, UAT, OCM, readiness) before advancing.
- Collaborate with business and technical teams to ensure adherence to process and quality expectations.
- Maintain SDLC playbooks, workflows, checklists, and RACI charts.
PMO Operations & Governance
- Establish consistent PMO standards, documentation requirements, and escalation protocols.
- Serve as the primary escalation point for project managers, stakeholders, and vendor partners.
- Lead project intake, prioritization, and portfolio tracking processes.
- Ensure PMs consistently and accurately use PMO tools (Smartsheet, JIRA, SharePoint).
Project Portfolio Oversight
- Oversee and manage the DCAS project portfolio, ensuring visibility into timelines, risks, issues, and resource needs.
- Review and approve project plans, schedules, artifacts, and status reports.
- Identify roadblocks early and provide coaching and guidance to PMs.
- Deliver weekly portfolio summaries to leadership with clear progress updates and recommendations.
Vendor & Stakeholder Management
- Act as a senior liaison among DHCF, partner agencies, and vendor teams.
- Hold vendors accountable for meeting deliverables, timelines, communication standards, and risk mitigation obligations.
- Facilitate cross-functional collaboration and maintain alignment across agencies and partners.
Communication & Reporting
- Establish a structured cadence of PMO meetings, dashboards, and program reporting.
- Deliver clear, concise, and actionable updates to leadership.
- Ensure PMs communicate proactively about risks, dependencies, and delays.
Governance & Quality Assurance
- Review and validate completeness of all project artifacts before phase gate approvals.
- Ensure compliance with federal, local, and agency policies and requirements.
- Monitor quality and initiate corrective action plans when needed.
Change Management & Continuous Improvement
- Lead PMO transformation and process improvement initiatives.
- Identify gaps in governance, communication, or documentation and implement improvements.
- Support Organizational Change Management (OCM) efforts across the program.
Required Skills & Qualifications
Technical Expertise
- 10+ years of progressive program/project management experience in complex technical environments.
- Strong knowledge of SDLC, system integrations, and preferably public-sector eligibility systems.
- Extensive experience with Smartsheet, JIRA, SharePoint, and project management toolsets.
- Proven success enforcing standards across multiple teams and vendors.
Leadership & Management
- 15+ years of experience managing people, performance, and cross-functional teams.
- Demonstrated success mentoring project managers and leading large-scale initiatives.
- Strong decision-making, conflict resolution, and escalation management skills.
- Experience coordinating multi-vendor delivery environments.
Professional Competencies
- PMP Certification required (or must be obtained within 1 year of hire).
- Highly organized, detail-oriented, and structured.
- Proactive and anticipatory able to foresee risks, gaps, and dependencies early.
- Strong analytical and problem-solving skills.
Preferred Experience
- Experience in hospital, clinical, or health system operational leadership (7+ years).
- Experience developing programs based on clinical evidence, workflow analysis, and end-user interaction.
- Deep understanding of healthcare business processes.
