Role Overview

We are seeking an experienced Senior Systems Analyst (PA6) to provide ongoing maintenance, enhancement, and support for VERA and other MDHHS vital records applications.
VERA is a Tier 1 mission-critical system that supports statewide birth, marriage, divorce, paternity, and death records.

This role is a lead-level position and plays a critical role in improving automated business processes, ensuring data integrity, maintaining compliance with SEM/SUITE standards, and securing applications. The consultant will collaborate closely with business stakeholders, technical teams, and business analysts to deliver high-quality solutions.

Key Responsibilities

  • Lead business and functional analysis activities for complex enterprise systems
  • Gather, analyze, and document high-level and detailed functional requirements
  • Conduct gap analysis and translate business needs into clear specifications
  • Execute the full Software Development Life Cycle (SDLC)
  • Develop:
    • Functional Design Documents (FDDs)
    • User stories and task breakdowns for Agile projects
    • Prototypes, mockups, flowcharts, and screen layouts
  • Collaborate with stakeholders for requirement review, validation, and approval
  • Support Agile/Scrum teams on large-scale projects
  • Develop and execute test plans, test cases, and test reports with metrics
  • Coordinate and support UAT, post-implementation testing, and defect resolution
  • Differentiate between defects vs. enhancement requests
  • Maintain defect logs and support RFC implementation
  • Assist with:
    • Enterprise Architecture Solution Assessments (EASA)
    • Hosting documentation and firewall rule requests
    • Local Change Board documentation
  • Develop training materials, user guides, and system documentation
  • Monitor applications during peak production periods
  • Provide application support and assist users through calls, testing, and troubleshooting
  • Ensure compliance with State of Michigan technology standards and HIPAA data requirements

Required Skills & Experience

  • 8+ years of Business Analysis experience supporting complex systems
  • 8+ years creating detailed functional requirements and documentation
  • 8+ years developing and executing test plans and test cases
  • 5+ years working in Agile environments, including test-driven development
  • 8+ years maintaining system and technical documentation
  • 8+ years developing training plans and user materials
  • Hands-on experience with Azure DevOps or similar tools for requirements and test management
  • Experience working with HIPAA-regulated data
  • Strong communication and stakeholder collaboration skills
  • Ability to lead analysis efforts and mentor business analysts
