Overview
This is a remote role that may be hired in North Carolina or Arizona. Other markets may be considered. This position is part of the First Citizens Bank Direct Bank Technology organization. The IT Manager allocates technical resources and associates, and manages an associate team to ensure effective delivery of service and project results. Oversees the design, implementation, support and overall health of systems and applications. Partners with peers, senior management, business units, and associate teams to align projects or tasks with wider organizational goals.

Responsibilities
- Partners with IT leaders on IT strategy development and execution.
- Manages operational components for Direct Bank IT, including contracts, vendor relationships, and invoice management.
- Provides technical oversight and operational support of vulnerability management tracking and remediation as they related to servers, containers, security scans, and penetration tests.
- Partners with PMO on budget management and project lifecycle.
- Knowledge management of Direct Bank IT applications and integrations.
- Provides rollup reporting support for PMO, IT leadership, and business project office.
- Tracks and ensures enterprise standards compliance on direct bank technology architecture updates and SDLC.
- Partners with IT and business partners to address risk and audit (internal and external) related tasks.
- Manages Engineering/QA team resources for assigned platforms and integrations.
- Partners with Scrum Management and IT leadership and vendors to ensure delivery per business needs. Provides estimates and manages team capacity to support delivery planning.
- Partners with IT Leadership on application roadmap development and tech stack updates.
- Ensures platform governance, code quality, SDLC adherence, and change management.
- Partners with production support on incident management.
- ServiceNow ownership of origination business applications and manage the application lifecycle.
- Manage work allocations for workforce including associates and contractors.
- Project and Product Management - Provides direction and oversight to IT projects and products. Assigns project tasks, drives project schedules, product releases, and conveys results or updates to the appropriate parties. Develops and utilizes methods of tracking performance.
- Managerial Functions - Establishes and monitors expectations to achieve company and department goals. Makes appropriate changes to IT policies, standards, procedures, and efficiencies in order to meet objectives. Manages the performance, training, and evaluation of assigned staff. Maximizes department achievements by providing professional development. Ensures bank needs are met through prioritization and resource allocation. Supports budget forecasting, capital planning and invoicing.
- Business Support - Directs programming, business analysis, or testing activities, including the determination of scope, time and cost estimates, and system impact within user requests. Facilitates system modifications within existing system architecture and assists with architectural changes as necessary. Elicits and refines business technology roadmaps, including setting priority and understanding cross team impacts.
- Technical Expertise - Serves as a technical expert and strategic leader to senior management, associates, and business units. Ensures that team activities comply with all appropriate configuration, change controls, and security standards. Participates in business meetings and special projects to provide insight on end-user needs. Keeps abreast of industry trends. Identifies and holds accountable vendors in support of system updates and maintenance.
Qualifications

Preferred Qualifications:
- Bachelors degree and 8 years of experience in applications development, applications analysis or systems engineering OR High School Diploma or GED and 12 years of experience in Applications development, applications analysis or systems engineering
- Digital Banking/Consumer Banking platform data flows, architectures, operational needs - web and mobile
- Core Banking functions and procedures and integrations - FIS banking systems knowledge a plus
- Payment Integrations and Platforms - Batch and real time including ACH, Wires, FedNow/RTP, Checks/Item Processing
- Business Process Analysis and Optimization
- Managerial Financials
- Information Security Standards and Technologies including network, database, application, cloud. B2B network security awareness is a plus.
- Database technology management/operational knowledge
- Familiarity with overall application architecture - servers, databases, load balancers, firewalls, networking, APIs, B2B connections, Akamai, IP listing
- Cloud awareness and streaming patterns
- Software Development Life Cycle (SDLC), Waterfall/Agile processes and tools
- Familiarity with Azure DevOps, CI/CD pipeline automation is a plus
- SharePoint awareness is a plus
- Visio, Lucid skills
- Excellent communication skills
