Job Title: Project Manager

Client: State of Georgia Department of Early Care and Learning (DECAL)
The CAPS Project Manager will report to the CAPS Senior Manager of Technical Solutions within the Childcare and Parent Services Division at DECAL. This role involves managing individual project streams related to the Georgia Gateway Modernization project, with the possibility of supporting other software projects within the Division. The position requires strong project management skills to coordinate technical, policy, and process initiatives impacting multiple programs and systems.
Candidates must reside within 400 miles of the DECAL headquarters to attend in-person meetings as required.
Key Responsibilities-
Manage project scope, goals, and deliverables in collaboration with stakeholders.

Take direct accountability for all aspects of assigned projects.

Develop and oversee detailed project plans, timelines, and milestones.

Monitor progress, identify risks, and implement mitigation strategies.

Develop and track Key Performance Indicators (KPIs).
-
Proactively manage project scope changes and requirements.
-
Develop product roadmaps aligned with CAPS needs.

Collaborate with DECAL IT, vendors, partner agencies, and SMEs to implement solutions.

Oversee project coordinators, documenting and tracking actions and deadlines.
-
Coordinate multi-functional teams and manage task dependencies.
-
Foster collaboration and communication within project teams.

Lead project planning sessions with multiple stakeholders.
-
Deliver projects using methodologies such as SAFe, Scrum, and Agile.

Assist with test plan and issue management processes.

Document deliverable progress and communicate with executive leadership.

Provide timely status updates to stakeholders through reports and presentations.

Lead and develop project teams to achieve successful outcomes.

Support the CAPS Program Administration unit and assist team members as needed.

Bachelor's degree in a related field from an accredited college or university.

Minimum 5 years of recent relevant project management experience.

Project Management Professional (PMP) certification.
-
Experience with Salesforce platform (5 years preferred).

Strong understanding of software development methodologies (Agile, Waterfall, etc.) with 5 years experience.

Proficiency with project management tools such as Jira, Asana (5 years preferred).

Experience estimating staff effort related to user stories, testing, and development.

Familiarity with document management and version control systems.

Proven ability to gather and present information to various stakeholder levels.

Experience managing projects involving multiple teams.

Intermediate skills with SharePoint and relational databases.

Advanced skills in Excel and Microsoft Office Suite.
