ITS Business Administration Department Overview (ITSBA)

ITSBA is a newly created department responsible for managing the business of ITS by ensuring strategic alignment of ITS priorities with WBG priorities. The department serves as a catalyst for transformation, focused on end-to-end accountability for IT governance, performance management, and financial management; developing a future-ready ITS workforce and dynamic people model; leading the transformation of ITS to an adaptive organization, and developing and executing a multi-year strategy and roadmap in alignment with the broader WBG strategic priorities.

The department owns several horizontal activities that span all ITS departments, namely IT Governance and Performance Management, Financial Management, Workforce Planning, Transformation and Change Management, ITS Strategy and Advisory functions.

Assignment Overview:

We are seeking a Senior IT Officer with Strategy and Business Operations experience to join the ITSBA Strategy and Advisory Management team on a Development Assignment.

Under the Direction of the WBG ITS Director of Business Administration, this role is responsible for coordinating the implementation of the WBG Digital Transformation Strategy and delivery of Strategic Advisory services. The Strategy and Advisory function is resourced with this role and an IT Officer role, both reporting into the Director of ITS Business Administration.

The Development assignment will provide opportunities to acquire knowledge and practical experience with the WBG ITS Digital Transformation Strategy and the newly established ITS Business Administration Directorship and Strategy and Advisory function. It will offer exposure across all WBG ITS departments and hands-on experience in executing ITS Strategic elements, including investment prioritization, performance management, financial and personnel resourcing, and advisory services strategy tools and methodologies.

This role involves interaction with the ITS Leadership and Management teams and requires confidentiality, judgment, and collaboration with colleagues at all levels across ITS and the WBG.

Duties and Responsibilities:

Below is an outline of the Areas of focus, expected duties and accountabilities:

Strategy Development:

Monitor changes and refactor updates to the WBG Digital Transformation Strategy to ensure it aligns with business and IT priorities as well as overall strategic direction.

Define a cohesive strategic ecosystem that links various strategic components to ITS delivery and ITS Business Operations components.

Ensure the strategy is prepared for future changes by staying informed about business and IT developments, industry disruptions, and pressures that may affect the strategy, ITS resourcing, and delivery of the ITS work program.

Assess, validate, and propose recommendations and plans to update, optimize, and enhance the strategy and its implementation.

Mature and strengthen awareness, knowledge sharing and building capacity and partnerships in Strategy formulation and delivery tools, techniques practices, provide thought leadership and advise to strengthen practitioner practices (future thinking, foresight, systems thinking).

Foster relationships with business partners and participate in strategic working groups to share knowledge and enhance WBG team capacity, such as GSO, ITS Technology Innovation Office, ITS Chief Technology Officer, and broader ITS community.

Strategy Execution:

Definition and updates to the ITS Strategic framework, elements and governance.

Definition and refinement of the Strategic Performance framework (with ITSGO).

Design and operationalize the ITS Performance framework to align the strategic vision, outcomes, and operational indicators, such as Strategy Accountability metrics, ITS OKRs, and Standard Operating KPIs in collaboration (with ITSGO)

Alignment and traceability of ITS strategic priorities to annual investment planning, financial resource planning (Capital and Admin), Staff engagement and workforce planning (Staff, ETC.STC), vendor and contracts management, and the ITS Agile and Transformation Office. This involves close collaboration with ITSBA management and teams to ensure a connected and cohesive approach to managing the delivery of the strategy and business operations of ITS.

Develop and implement a cohesive, integrated framework to enhance the linkage between Strategic Portfolio Roadmaps, Investment Priorities, Departmental products/services, and solution roadmap (Agile adoption) (with ITSGO, ITSTM, ITSTO (EA)

Strategic Operations and Feedback:

Plan, design and operationalize ITS Leadership strategic engagements to facilitate discussions and decisions.

These engagements and interactions entail end-to-end activities including setup, scheduling, logistics, and material coordination (internal and external ITS stakeholders), chairing of meetings and secretariat operations.

Plan and chair the Bi-weekly ITSLT strategic meetings, including preparation and actions.

Plan, design and facilitation of the monthly ITSLT strategic workshops

Manage the backlog, sequencing and scheduling of strategic topics for ITSLT discussion at the bi-weekly strategic planning meetings.

Advisor to ITSBA Directorship:

Advise the ITS BA Director and Management on the WBG Digital strategy and ITSBA work program.

Monitor industry trends and organizational developments to guide ITSBA Director, providing data-driven analysis, insights and recommendation for decision-making.

Coordination and preparation of documents like presentations, reports, and briefings by collaborating with relevant departments and experts within ITSBA and ITS VPU.

Support ITSBA-wide events such as townhalls, retreats, and workshops.

Support ITS Front Office Operations:

Work in collaboration with other members of the ITSBA Front Office to ensure smooth planning, day-to-day operations and timely completion of major deliverables.

Plan and manage the coordination of responses to requests from the WBG CIO/ITSVP Front Office directed at ITSBA managers and teams.

Collaborate closely with the ITS Vice President (VP) Front Office to coordinate planned engagements with ITSLT, address ad-hoc requests, and manage coordinated responses from other ITS front offices and ITS Leadership Advisory groups.

Selection Criteria

Master's degree in business administration, management, or related field, with at least eight (8) years of relevant experience, and openness to learn and navigate ambiguity.

Strong organizational skills and business judgment with ability to multi-task and focus on details while maintaining a clear sense of priorities.

Excellent written and oral communication skills and ability to handle a wide range of information in English.

Outstanding interpersonal and diplomatic skills, including the capacity to facilitate, coordinate, and influence without formal authority, and ability to work with all levels of staff.

Strong ability to work effectively in a team environment, integrate inputs by working across units throughout the ITSBA Department and ITS VPU.

Ability to think strategically and critically, conduct sound analysis, prioritize, and find practical solutions to complex issues

Demonstrated ability to take initiative, think strategically, be innovative, and turn ideas into actions.

High degree of tact and discretion in handling confidential and sensitive information.

Proven ability to deliver under time constraints, work in a matrix environment, and a proactive approach to problem-solving.

Flexibility in work hours, as needed, to accommodate the demands.

Strong partnership building skills to connect with various stakeholders to create opportunities to collaborate, co-create and innovate.

Experience working across disciplinary boundaries and with multiple stakeholders in building collaborative alliances.

A deep passion for the mission of the World Bank Group and a keen interest in technology and innovation.

Strong interpersonal, diplomatic, and partnership skills.

Ability to operate effectively in a multicultural and diverse global environment.

Experience working across different teams in the WBG is preferred, demonstrating strong familiarity with WBG culture, operations, and norms.
