About the Role
We are seeking an experienced Business Development Manager with a proven track record of success
in Texas State Government contracting, particularly under DIR (Department of Information
Resources), DBITS (Deliverables-Based IT Services), and EPIC (Enterprise Program Integration
Contracts) programs.
The ideal candidate has existing relationships with state agencies, understands the nuances of Texas
procurement, and has successfully driven sales growth through these contract vehicles.

Key Responsibilities
Identify and develop new business opportunities across Texas State Agencies, Higher
Education, and local government entities utilizing DIR, DBITS, and EPIC contracts.
Lead the end-to-end sales process from pipeline generation and prospecting to proposal
submission, negotiations, and contract award.
Maintain and expand relationships with procurement officers, program managers, and
agency stakeholders across major Texas entities (e.g., HHSC, TxDOT, TWC, DPS, DIR, etc.).
Monitor and respond to solicitations posted under DBITS, DIR, and EPIC programs; ensure
timely and compliant proposal submissions.
Collaborate internally with delivery, recruiting, legal, and finance teams to craft winning
proposals and ensure seamless project execution.
Track performance metrics, pipeline status, and revenue targets, providing regular
updates to senior leadership.
Represent the organization at state procurement events, vendor conferences, and
government networking sessions to strengthen visibility and partnerships.

Required Qualifications
5+ years of experience selling IT professional services, staffing, or consulting solutions to
Texas State Government entities.
Demonstrated success working with DIR, DBITS, and EPIC contract vehicles from bid
identification through award and delivery.
Deep understanding of Texas State procurement rules, contracting processes, and vendor
management systems.
Established network of relationships with decision-makers and procurement contacts across
key Texas agencies.
Strong business acumen, communication, and negotiation skills.
Proven ability to manage multiple accounts, RFOs, and RFP responses simultaneously.

Preferred Qualifications

Experience in IT services, consulting, or systems integration sales.
Knowledge of Texas SmartBuy, ESBD, CAPPS, and other state procurement platforms.
Understanding of contract compliance, pricing structures, and proposal documentation
standards for state contracts.
Bachelor s degree in Business, Marketing, Information Technology, or related field.
